The new Road Traffic Safety and Order Law No. 36 stipulates the following for individuals with a driver’s license issued before the effective date of this Law (January 1, 2025) who wish to exchange or reissue their license:
A Class A1 driver’s license can be exchanged or reissued for a Class A driver’s license with a restriction, allowing the holder to operate only motorcycles with a cylinder capacity of up to 175 cc or an electric motor power of up to 14 kW.
A Class A2 driver’s license can be exchanged or reissued for a Class A driver’s license.
A Class A3 driver’s license can be exchanged or reissued for a Class B1 driver’s license.
A Class A4 driver’s license can be exchanged or reissued for a certificate to operate specialized motor vehicles, specifically for operating tractors with a maximum load capacity of 1,000 kg, along with a certificate of legal knowledge training in road traffic safety.

A Class B1 automatic driver’s license can be exchanged or reissued for a Class B driver’s license with a restriction, allowing the holder to operate only automatic transmission cars.
A Class B1 or B2 driver’s license can be exchanged or reissued for a Class B or C1 driver’s license, along with a certificate to operate specialized motor vehicles, specifically for operating tractors with a maximum load capacity of 3,500 kg.
A Class C driver’s license remains unchanged and can be exchanged or reissued for the same class, along with a certificate to operate specialized motor vehicles, specifically for operating tractors with a load capacity exceeding 3,500 kg.
A Class D driver’s license can be exchanged or reissued for a Class D2 driver’s license and a certificate to operate specialized motor vehicles, specifically for operating tractors with a load capacity exceeding 3,500 kg.
A Class E driver’s license can be exchanged or reissued for a Class D driver’s license and a certificate to operate specialized motor vehicles, specifically for operating tractors with a load capacity exceeding 3,500 kg.
A Class FB2 driver’s license can be exchanged or reissued for a Class BE or C1E driver’s license and a certificate to operate specialized motor vehicles, specifically for operating tractors with a maximum load capacity of 3,500 kg.
A Class FC driver’s license can be exchanged or reissued for a Class CE driver’s license and a certificate to operate specialized motor vehicles, specifically for operating tractors with a load capacity exceeding 3,500 kg.
A Class FD driver’s license can be exchanged or reissued for a Class D2E driver’s license and a certificate to operate specialized motor vehicles, specifically for operating tractors with a load capacity exceeding 3,500 kg.
A Class FE driver’s license can be exchanged or reissued for a Class DE driver’s license and a certificate to operate specialized motor vehicles, specifically for operating tractors with a load capacity exceeding 3,500 kg.
Driver’s License Categories:
Class A1: For operating motorcycles with a cylinder capacity of up to 125 cc or an electric motor power of up to 11 kW.
Class A: For operating motorcycles with a cylinder capacity exceeding 125 cc or an electric motor power exceeding 11 kW, in addition to the vehicles specified for a Class A1 license.
Class B1: For operating three-wheeled motorcycles and the vehicles specified for a Class A1 license.
Class B: For operating cars with up to 8 seats (excluding the driver’s seat); trucks and specialized vehicles with a designed total weight of up to 3,500 kg; and for operating the vehicles specified for a Class B license while towing a trailer with a designed total weight of up to 750 kg.
Class C1: For operating trucks and specialized vehicles with a designed total weight exceeding 3,500 kg but not more than 7,500 kg; for operating the specified trucks with a Class C1 license while towing a trailer with a designed total weight of up to 750 kg; and for operating the vehicles specified for a Class B license.
Class C: For operating trucks and specialized vehicles with a designed total weight exceeding 7,500 kg; for operating the specified trucks with a Class C license while towing a trailer with a designed total weight of up to 750 kg; and for operating the vehicles specified for Class B, C1, and C licenses.
Class D1: For operating cars with more than 8 seats but not more than 16 seats (excluding the driver’s seat); for operating the specified passenger cars with a Class D1 license while towing a trailer with a designed total weight of up to 750 kg; and for operating the vehicles specified for Class B, C1, and C licenses.
Class D2: For operating cars (including buses) with more than 16 seats but not more than 29 seats (excluding the driver’s seat); for operating the specified passenger cars with a Class D2 license while towing a trailer with a designed total weight of up to 750 kg; and for operating the vehicles specified for Class B, C1, C, and D1 licenses.
Class D: For operating cars (including buses) with more than 29 seats (excluding the driver’s seat); for operating sleeper buses; for operating the specified passenger cars with a Class D license while towing a trailer with a designed total weight of up to 750 kg; and for operating the vehicles specified for Class B, C1, C, D1, and D2 licenses.
Class BE: For operating the vehicles specified for a Class B license while towing a trailer with a designed total weight exceeding 750 kg.
Class C1E: For operating the vehicles specified for a Class C1 license while towing a trailer with a designed total weight exceeding 750 kg.
Class CE: For operating the vehicles specified for a Class C license while towing a trailer with a designed total weight exceeding 750 kg; and for operating tractor-trailers.
Class D1E: For operating the vehicles specified for a Class D1 license while towing a trailer with a designed total weight exceeding 750 kg.
Class D2E: For operating the vehicles specified for a Class D2 license while towing a trailer with a designed total weight exceeding 750 kg.
Class DE: For operating the vehicles specified for a Class D license while towing a trailer with a designed total weight exceeding 750 kg; and for operating articulated passenger cars.
