The Ministry of Natural Resources and Environment is seeking feedback on the environmental impact assessment report for a new urban area project in Ninh Thanh Ward, Tay Ninh City, Tay Ninh Province. The project is led by AHA Vietnam Joint Stock Company as the investor.

Spanning an area of 49.86 hectares, the project is expected to accommodate a population of approximately 9,052 people. The Tay Ninh People’s Committee initially approved the investment policy for this project on January 12, 2022.

The total expected investment amounts to VND 3,245 billion. The investor will contribute a minimum of 15% in cash, equivalent to VND 487 billion, within 24 months from the date of being granted the land lease decision. The remaining amount of over VND 2,758 billion will be borrowed from credit institutions according to the construction progress.

In terms of land use structure, 47.1% is allocated for residential purposes, including detached houses, villas, resettlement houses, and social housing. Green spaces and water bodies account for 14.5%, enhancing the landscape and improving the environment. Public service land makes up 11.2% and includes commercial centers, healthcare facilities, playgrounds, cultural houses, and kindergartens, primary and secondary schools.

Technical infrastructure land consists of a 0.35-hectare plot, accounting for 0.71% of the total planned land area. Transport land constitutes 25.7% of the total area and is designed according to a grid network, with Dien Bien Phu Street as the main axis.

The new urban area in Ninh Thanh Ward will be divided into functional areas, including public service land comprising urban commercial and service facilities, commercial and service facilities for residential units, playgrounds, cultural and sports centers, training grounds, medical stations, and clubhouses.

The educational land category includes four plots allocated for primary schools, high-quality integrated schools, secondary schools, and kindergartens. The residential land category consists of 58 plots, classified into detached villas, semi-detached villas, linked villas, terraced houses, resettlement houses, and social housing.

Public green space land comprises 41 plots, divided into landscape green spaces and water bodies. Additionally, there is a plot of technical infrastructure land serving technical infrastructure projects.

The project is located in the north, adjacent to a planned 30-meter-wide road, with the current status being a residential area and a rice-growing area. The western boundary is Dien Bien Phu Street, while the eastern boundary is a current road and an area of trees belonging to the local people. The southern boundary is Dien Bien Phu Street (Road No. 28).

According to a document dated April 27, 2024, the Prime Minister approved the Tay Ninh People’s Committee’s decision to convert 19.85 hectares of rice land to non-agricultural land for the project. This includes 15.13 hectares of specialized irrigated rice land with two or more crops per year and 4.72 hectares of other rice land, and it involves the resettlement of 23 households.

The project is expected to be implemented over seven years, from the first quarter of 2024 to the second quarter of 2031, with the following key milestones: investment preparation from the first quarter of 2024 to the first quarter of 2025; site clearance from the first quarter of 2025 to the second quarter of 2025; construction of subdivisions 1 and 2 from the third quarter of 2025 to the fourth quarter of 2027; construction of subdivisions 3 and 4 from the first quarter of 2028 to the second quarter of 2031; and finally, operation and exploitation from the third quarter of 2031 onwards.

On September 27, 2024, the Compensation, Support, and Resettlement Council of the city met and passed the draft specific land price framework to establish the compensation plan. Accordingly, the number of affected households and individuals is 168, and the total compensation cost is nearly VND 485 billion.

On September 23, the People’s Committee of Ninh Thanh Ward announced the public display of the task and the detailed planning project at a scale of 1/500 for the new urban area project in Ninh Thanh Ward to seek opinions from agencies, organizations, individuals, and the community. On October 1, the People’s Committee also publicly displayed the draft compensation, support, and resettlement plan for site clearance for the project, giving the public 30 days to provide feedback.

The project investor, AHA Vietnam, was established in April 2018, with its headquarters in Hai Ba Trung District, Hanoi. Their main business line is real estate. At its inception, the company had a chartered capital of VND 300 billion, contributed by three individuals: Mr. Ta Duc An, who was then the General Director and legal representative (85%), Ms. Le Thi Lan Huong (5%), and Ms. Vu Thu Hien (10%).

In November 2020, Mr. Vu Quang Anh replaced Mr. An as the General Director and legal representative, a position he still holds. Over the years, the company’s chartered capital reached VND 715 billion. However, in late September 2024, AHA Vietnam unexpectedly reduced its chartered capital to VND 565 billion.

Mr. Vu Quang Anh is also a shareholder and representative of AHA Nam Hoi An One-Member Limited Liability Company (Chairman of the Members’ Council), Aland One-Member Limited Liability Company, AHA Hanoi Joint Stock Company (General Director), and Cargo Terminal Joint Stock Company (ALSC).
