The decision to make local adjustments to the S5 Urban Subdivision Planning in the land plots for school construction belonging to the B3-1 and A5-2 planning blocks includes the following changes: For the land plot in the B3-1 block, the construction density for the secondary school has been adjusted from a maximum of 20% to a maximum of 40%, and the construction density for the kindergarten has been increased from a maximum of 20% to a maximum of 40%. Regarding the land plot in the A5-2 block, the land in the northeast of the Vinh Quy secondary school campus, which was previously designated for residential units, has been re-purposed for the construction of an elementary school, and its construction density has been increased from 20% to a maximum of 40%.

The People’s Committee of Hanoi has assigned the People’s Committee of Thanh Tri district and the planning consultancy unit with legal responsibility for organizing the formulation process, including the procedure, scope, objects, time, form, and synthesis of opinions from relevant agencies, organizations, individuals, and the community. They are also responsible for the accuracy and consistency of data and ensuring harmony with the system of drawings, explanations, and management regulations, which include assessing the current status and proposing planning options.

The Department of Planning and Architecture is entrusted with inspecting and confirming that the drawings of the local adjustment of the S5 Urban Subdivision Planning in the land plots for school construction belonging to the B3-1 and A5-2 planning blocks comply with this Decision. They are also responsible for archiving the planning project documents as per the regulations.

The People’s Committee of Thanh Tri district, in coordination with the Department of Planning and Architecture and related agencies and units, shall publicly announce the approved local planning adjustments so that organizations, agencies, and people are aware and can implement them accordingly.

Thanh Tri is one of four districts included in Hanoi’s project, aiming to complete the infrastructure to become a district by 2025, along with Dong Anh, Gia Lam, Hoai Duc, and Dan Phuong.

In early May 2024, the Hanoi Department of Planning and Investment announced the list of investment attraction projects for Hanoi in 2024, the first phase, with 36 projects. In Thanh Tri district, there are three new urban area projects, including the Lien Ninh new urban area with a scale of 30.1 hectares and a total investment of VND 3,116 billion, the C3-1 project in Dai Ang commune with a scale of 27.4 hectares and a total investment of VND 4,667 billion, and the largest project, the Huu Hoa new urban area, in Huu Hoa commune, with an area of 137.7 hectares and a total investment of VND 12,679 billion.
