The Chairman of the Ho Chi Minh City People’s Committee, Phan Van Mai, has directed the urgent demolition of the apartment building at 440 Tran Hung Dao Street, District 5.
The apartment building, constructed before 1975, is classified as Grade D, indicating a dangerous level in terms of overall structural safety.

The Ho Chi Minh City People’s Committee Chairman has instructed the Department of Construction to promptly study and provide feedback on the report and proposals submitted by the District 5 authorities. The Department is required to issue a response to the District 5 People’s Committee by December 15 regarding the urgent demolition of the apartment building.
Based on the consensus of the Department of Construction, the People’s Committee of District 5 is responsible for organizing the implementation of the approved plan for the demolition of the apartment building at 440 Tran Hung Dao Street. The demolition process must ensure the absolute safety of lives and property of the community and neighboring structures.
Upon completion of the demolition, the Chairman of the Ho Chi Minh City People’s Committee has assigned the People’s Committee of District 5 to coordinate with the Department of Construction and the Standing Board of the 167 Steering Committee to continue handling the areas of houses and land belonging to public assets in accordance with regulations. The authorities are urged to promptly develop compensation and resettlement plans for the affected households.
The 440 Tran Hung Dao apartment building has been in a state of serious disrepair for many years. According to the inspection conclusion, the old apartment building is rated as Grade D for danger, indicating that the load-bearing capacity of the structure cannot meet normal usage requirements. The building is deemed to be in a state of overall danger, necessitating immediate evacuation and urgent demolition.
Previously, the People’s Committee of District 5 had also requested the urgent relocation of households residing in the building to temporary accommodation in the An Phu Apartment Building in District 6. After a long period of persuasion by the authorities, the residents of the apartment building agreed to move to their new accommodations.
Prior to this, although the Ho Chi Minh City People’s Committee had assigned the People’s Committee of District 5 to take charge of relocating residents and urgently demolishing the 440 Tran Hung Dao apartment building in mid-2022, the task could not be completed due to certain obstacles.
