The Ministry of Natural Resources and Environment has recently issued Circular No. 20, which repeals 28 legal documents in the field of land under the authority of the Minister of Natural Resources and Environment. The circular will come into effect on January 1, 2025.
Specifically, Circular 20 repeals five legal documents related to land certificates (red book) issuance.

These include Circular 09/2006/TT-BTNMT guiding the transfer of land lease contracts and the issuance of land use right certificates when state-owned enterprises are transformed into joint-stock companies.
Circular 09/2011/TT-BTNMT, which regulates the bidding process for providing public non-business services using the state budget for land surveying to serve the granting of land use right certificates, is also repealed.
Circular 30/2013/TT-BTNMT, which stipulates the integration of land surveying, map making, and registration with the granting of land use right certificates, as well as the establishment of land dossiers and databases, is among the repealed documents.
Circular 07/2015/TT-BTNMT, which prescribes the formulation of land use plans, the establishment of land use boundary dossiers, land surveying and mapping, determination of land lease prices, land allocation, and the granting of land use right certificates for agricultural and forestry companies, is also repealed.
Additionally, Circular 14/2017/TT-BTNMT, which sets out the economic and technical norms for land surveying, mapping, registration of land and attached assets, establishment of land dossiers, and granting of land use right certificates, is repealed.
Circular 20 also partially repeals three legal documents in the field of land under the authority of the Minister of Natural Resources and Environment.
