The DDCI survey was conducted from December 2024 to January 2025, focusing on active businesses, investors with ongoing projects, cooperatives, and households operating in the city.

DDCI (District and Department Competitiveness Index) is a tool to assess the economic governance of district and county governments and departments in Ho Chi Minh City. This tool aims to enhance the quality of public services for citizens and businesses, improve the business and investment environment, and promote sustainable economic development in the city.

In 2024, the DDCI survey method combines multiple appropriate approaches. This includes online platform surveys and direct interviews with businesses, cooperatives, households, and strategic investors.

Specifically, for departments, DDCI comprises nine components: Access to Transparent Information and Digital Transformation; Informal Costs; Time Costs; Equal Competition; Business Support Activities; Legal Institutions; Dynamism, Creativity, and Unit Performance; Green Index; and Health and Living Environment Index.

For localities, DDCI consists of ten components: Access to Transparent Information and Digital Transformation; Informal Costs; Time Costs; Equal Competition; Business Support Activities; Legal Institutions and Security Order; Dynamism, Creativity, and Unit Performance; Green Index; Health and Living Environment Index; and Land Accessibility and Stability of Land Use.

Implementing DDCI in Ho Chi Minh City brings significant benefits, such as surveying and gauging the satisfaction of businesses, investors, individual households, and cooperatives operating in the city. This helps the government understand its strengths and weaknesses and develop appropriate improvement measures to enhance public service quality and the business and investment environment. Additionally, by measuring and evaluating governance effectiveness, DDCI improves the city’s Provincial Competitiveness Index (PCI) annually, fosters competition in governance quality, promotes administrative reform, and improves the handling of administrative procedures related to businesses.
