In an effort to expedite the development of the North-South Expressway in the East, the Ministry of Transport has been pushing for the rapid construction of rest stops along the highway. This is in response to the Prime Minister’s directive to accelerate the research, investment, and upgrading of expressways currently in operation or under construction, including the crucial task of building rest stops to ensure the smooth operation of the expressway.

However, reports from various units indicate that the progress of the eight rest stop projects is lagging. Several challenges, particularly with land clearance and construction procedures, remain unresolved, hindering the overall completion timeline and affecting the availability of essential public services such as restrooms and parking lots for travelers.

To address these delays, the Minister of Transport has instructed the directors of the Project Management Units 6, 7, 85, Thang Long, and Ho Chi Minh Road to take direct responsibility for coordinating with local authorities, investors, and relevant agencies to expedite land clearance and ensure timely handover of the construction site to the investors/businesses. Emphasis has been placed on intensifying on-site management and closely monitoring construction progress to meet the urgent needs of travelers during the 2025 Tet holiday.

The eight rest stop projects along the North-South Expressway that have signed contracts with investors include the Mai Son-National Highway 45, Nghi Son-Dien Chau, Dien Chau-Bai Vot, Nha Trang-Cam Lam, Cam Lam-Vinh Hao, Vinh Hao-Phan Thiet (2 rest stops), and Phan Thiet-Dau Giay sections.

The aforementioned units are expected to work collaboratively to resolve any challenges and ensure the timely and high-quality completion of the projects. Additionally, temporary rest stops will be arranged to accommodate travelers during the 2025 Tet holiday.

The directors of the Project Management Units bear full responsibility to the Minister of Transport for the progress and quality of the projects. The Ministry will hold accountable any parties failing to fulfill their obligations, in accordance with prevailing regulations.

Investors/businesses are urged to propose effective solutions for project management and to concentrate their resources on accelerating construction, especially for critical path items. This includes organizing three shifts and four teams, increasing equipment and personnel, and ensuring a steady supply of materials to expedite completion, particularly for public service facilities, to meet the urgent needs of travelers during the 2025 Tet holiday.

In the event that the set timeline cannot be met due to unforeseen circumstances, investors/businesses must take over and operate previously constructed temporary rest stops and complete the construction of new temporary rest stops by January 20, 2025. The operation of these temporary rest stops must prioritize the safety and convenience of travelers, maintaining high standards of quality, safety, and environmental protection, in accordance with regulations on fire prevention and control.
