In an effort to expedite the development of the North-South Expressway in the East, the Ministry of Transport has been pushing for the rapid construction of rest stops along the highway. This comes as a response to the Prime Minister’s directive to accelerate the research, investment, and upgrading of expressways currently in operation or under construction, including the crucial task of building rest stops to ensure the smooth operation of the entire route.

However, reports from various units indicate that the progress of the eight rest stop projects is lagging. Several challenges, including land clearance issues and unresolved construction procedures, are hindering the overall timeline. These delays have significant repercussions on the goal of completing the projects as per the contractual schedule, particularly concerning the urgent need for essential public services such as restrooms and parking areas.

To address this situation, the Minister of Transport has instructed the directors of Project Management Units 6, 7, 85, Thang Long, and Ho Chi Minh Road to take direct responsibility. They are expected to assign leaders and specialists to closely monitor the situation on the ground, collaborating closely with local authorities, investors, and relevant agencies to overcome obstacles related to land clearance. The goal is to expedite the process of handing over the entire site to investors and businesses as soon as possible, with an emphasis on intensified supervision and progress checks during construction.

The eight rest stop projects along the North-South Expressway that have signed contracts with investors include the Mai Son-National Highway 45, Nghi Son-Dien Chau, Dien Chau-Bai Vot, Nha Trang-Cam Lam, Cam Lam-Vinh Hao, Vinh Hao-Phan Thiet (2 rest stops), and Phan Thiet-Dau Giay sections.

The aforementioned units are expected to work together to promptly address any challenges and difficulties that arise during the implementation process, ensuring both the quality and timely completion of the projects. Additionally, they are tasked with organizing temporary rest stops to cater to the needs of travelers and vehicles using the expressway during the 2025 Tet holiday season.

The directors of the project management units bear full responsibility to the Minister of Transport for the progress of land clearance, construction, and the overall quality of the projects. The Ministry of Transport will consider and assign accountability to the participating entities (if there is a failure to fulfill obligations) in accordance with the regulations.

Investors and businesses are urged to devise effective strategies and management approaches to guarantee the quality and timely completion of the projects, especially focusing on critical path items. They should concentrate their resources, equipment, personnel, and supplies to work around the clock, striving to achieve the goal of finishing the public service facilities as soon as possible. This will ensure that the urgent needs of travelers and vehicles using the expressway during the 2025 Tet holiday season are met.

In the event that the desired progress cannot be achieved due to unforeseen circumstances, investors and businesses must take over and operate the previously constructed temporary rest stops and complete the construction of new temporary stops by January 20, 2025. The operation of these temporary rest stops must prioritize the absolute safety of individuals and vehicles entering and exiting the stations, while also maintaining quality, safety, environmental hygiene, and fire prevention standards as per the regulations.
