Concluding the first meeting of the Steering Committee for the Implementation of Pilot Mechanisms and Special Policies for the Development of Da Nang City, on the morning of December 21, Prime Minister Pham Minh Chinh stated that Da Nang has not yet fulfilled its potential, leaving untapped unique potential, outstanding opportunities, and competitive advantages.
Therefore, Da Nang must step up its efforts, and relevant ministries and localities must provide more proactive support. Da Nang’s breakthrough will drive the growth of the entire Central and West regions.
Moving forward, the Prime Minister shared that Vietnam aims to build a free trade nation, thereby refreshing the three traditional growth drivers (investment, exports, and consumption) and promoting new growth drivers.
Da Nang plays a crucial role in this direction and should “forge ahead” by boldly experimenting with new approaches while safeguarding the country’s independence, sovereignty, unity, and territorial integrity.
Additionally, Da Nang aims to achieve double-digit growth in the coming years. To accomplish this, Da Nang needs to further study, implement, and concretize the policies, tasks, and solutions for prioritized growth as directed by the Government and the Prime Minister in a very synchronous, comprehensive, and specific manner.

The Prime Minister outlined several key principles, instructing Da Nang to closely follow the Party and State’s guidelines and the leadership and direction of the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister.
Da Nang should strongly promote self-reliance, self-motivation, and its tradition of unity, dynamism, and creativity, effectively mobilizing all resources with the spirit of “Da Nang decides, Da Nang acts, and Da Nang takes responsibility.” It should take advantage of its unique potential, comparative advantages, and outstanding opportunities to rise powerfully through internal strength and surpass itself.
Da Nang should closely follow reality, respect practical results, and learn from them. It should also focus on drawing lessons, summarizing good experiences, and effective ways of doing things to continue promoting, spreading, and creating a strong spillover effect.
Decisions should be well-thought-out, with a clear vision, strong determination, and great effort. Actions should be resolute and effective, focusing on key tasks. There should be a sense of urgency in completing tasks, and even under pressure, efforts should be increased to strive for the highest achievements in implementing the 2021-2025 socio-economic development plan and Resolution 136 of the National Assembly.
There should be enhanced decentralization and delegation of power, along with individualized responsibility for leaders, coupled with inspection, supervision, and control of power. Tasks should be assigned clearly, with specific people, timelines, and expected outcomes.
“Ministries, sectors, and Da Nang must have a breakthrough mindset to create resources for Da Nang, a strategic vision to create momentum and aspirations, and the ability to transcend Da Nang’s limitations. They must also have mechanisms and policies to mobilize all legal resources (including state, private, social, and public-private partnership resources) in all fields. Think deeply and act boldly; be determined and decisive, and do not waste time and opportunities,” emphasized the Prime Minister.
In 2024, Da Nang’s gross regional domestic product (GRDP) is estimated to increase by 7.51% compared to 2023, higher than the national average. It ranks second among the five major cities, third in the Central Key Economic Region, and 29th out of 63 provinces and cities nationwide. Total state budget revenue in the area is estimated to reach VND 25,760.4 billion, exceeding the target assigned by the City People’s Council by 33.3% and increasing by 20% compared to 2023. Total investment capital in the region is estimated at VND 32,850 billion, up 7.2%. Social security is guaranteed, and the multidimensional poverty rate decreased to 0.62%, much lower than the national average of 1.93%. |
