In his speech at the groundbreaking ceremony, commemorating the 80th anniversary of the founding of the Vietnam People’s Army, Prime Minister Pham Minh Chinh requested that all forces, agencies, and units emulate and promote the spirit of the heroic Vietnam People’s Army: Complete any task, overcome any challenge, keep promises, and deliver concrete products and results, contributing to the country’s development and bringing a warmer and happier life to the people.
The Prime Minister commended Lao Cai province for its determination and aspiration to develop and prosper; its efforts in economic development, national defense, and foreign affairs; and its active contribution to implementing the Party’s policy of not sacrificing progress, equality, and social welfare for mere economic growth.
Golden Square Lao Cai is one of the key projects of Lao Cai province and the Alphanam Group, aiming to gradually materialize the program and plan for housing development in the province. The project offers 2,189 apartments in four buildings ranging from 18 to 23 stories, with a total investment of approximately VND 2,000 billion. It is expected to be completed by 2029. The project will contribute to the realization of the Prime Minister-approved plan to build at least one million social housing units for low-income earners and industrial park workers from 2021 to 2030.
Appreciating the project’s implementation, the Prime Minister instructed Lao Cai province and related entities to continue improving social housing development and complete the goal of eliminating temporary and dilapidated houses in the area by June 2025.
The Prime Minister requested that ministries, sectors, and localities continue to innovate, reduce procedures, eliminate bureaucratic practices, and expedite the preparation and implementation of social housing projects by promoting decentralization and empowering localities.
Localities are urged to expedite land planning and site handover to investors. All parties involved in social housing projects should embrace a spirit of harmonious interests, shared risks, and mutual development, joy, happiness, and pride. It is imperative not to take advantage of social housing policies for personal gain or distort the very humane policies of the Party and State on social housing development.
Emphasizing a change in perception about the quality and living environment of social housing, the Prime Minister stated, “Social housing does not mean shabbiness or being a second choice to commercial housing. With support from the state in terms of land, banks in capital, and other entities, social housing, whether for rent, purchase, or rent-to-own, must ensure quality, be green, clean, and beautiful, and have complete infrastructure, including transportation, water and electricity, telecommunications, healthcare, education, and essential social infrastructure.”
Additionally, the Prime Minister instructed agencies to further improve policies to support those who buy, rent-to-own, or rent social housing, with special policies lasting 5-10 years instead of just two.
