The State Inspection Council for Construction Work Acceptance (the Council) has recently inspected the construction progress of the Metro Line 1 Ben Thanh – Suoi Tien project and held a meeting to discuss the project’s completion.

Mr. Phan Cong Bang, Head of the Ho Chi Minh City Urban Railway Management Authority, reported at the meeting that the investment project for Metro Line 1 Ben Thanh – Suoi Tien is an urban railway project with a total investment of over VND 43,700 billion. The project commenced on July 24, 2012, and is expected to be completed and put into operation by December 2024.
Metro Line 1 is a radial line that runs from Thu Duc City through Binh Thanh District to the center of District 1. Its operation will help alleviate traffic congestion and reduce the pressure on bus routes with the same itinerary.
The line has a total length of 19.7 km, including a 2.6 km underground section that passes through the central business and shopping district of Ho Chi Minh City. The elevated section is 17.1 km long. The project starts at Ben Thanh Station and ends at Suoi Tien Station.
There are 14 stations in total, with 3 stations on the underground section (Ben Thanh, Opera House, and Ba Son) and 11 stations on the elevated section: Van Thanh, Tan Cang, Thao Dien, An Phu, Rach Chiec, Phuoc Long, Binh Thai, Thu Duc, Hi-tech Park, and National University. The depot, which provides technical services, is located in Long Binh Ward, District 9, and covers an area of 26 hectares.
The metro system will comprise 17 trains, with each train initially consisting of 3 cars and later expanding to 6 cars. The maximum speed will be 110 km/h on the elevated section and 80 km/h in the tunnel section.
The project is divided into four packages, and as of now, the construction of all packages has been completed. The investor has organized the acceptance of completed packages.
Continue completing the remaining works in accordance with regulations
Based on the reports from the investor, supervision consultants, system safety assessment consultants, and the opinions of specialized agencies under the Ministry of Construction and the Ministry of Transport, the expert team, and the Council’s standing agency at the meeting all agreed that the project meets the conditions for the Council to consider approving the investor’s acceptance results as per regulations.
The leadership of the Urban Railway One Member Co., Ltd. stated that, at present, 100% of the staff are confident in safely operating Metro Line 1 and serving the people in the best way. The necessary licenses for train drivers and train inspections have been obtained. The operation team consists of approximately 400 personnel.
In the first month of operation, passengers will be able to ride the metro for free. After that, the fare will be VND 40,000/person/ticket/day, with no limit on the number of trips per day. A 3-day pass will cost VND 90,000. The monthly pass will be priced at VND 300,000/person/ticket/month, while students will enjoy a 50% discount, paying only VND 150,000.
Concluding the meeting, Mr. Pham Minh Ha, Deputy Minister of Construction and Vice Chairman of the Council, requested the investor to continue reviewing and completing the quality management dossiers and the completion dossiers in accordance with the law. He also emphasized the need to address any outstanding issues before and during the operation of the project.
Particular attention should be given to the requirements and recommendations of the expert team, inspection consultants, system safety assessment consultants, and relevant agencies in the fields of railways, registration, fire protection, and the environment.
The investor was also instructed to continue completing the remaining works and items in accordance with regulations and to evaluate the results of construction monitoring during the construction process and promptly organize monitoring during the operation phase.
Deputy Minister Pham Minh Ha also proposed that the People’s Committee of Ho Chi Minh City direct its subordinate agencies to implement the requirements and recommendations of the Council members to ensure absolute safety in the operation of the project. Furthermore, the People’s Committee should conduct a study and draw practical lessons learned from the implementation of this project for the next phases and urban railway projects.
