Despite being one of the poorest provinces in Vietnam, Dien Bien has made remarkable strides in recent years. According to statistics from the General Statistics Office, in 2023, the average income per capita in Dien Bien was 2.182 million VND/month, ranking 63rd out of 63 provinces.
Facing complex and unpredictable global and domestic situations, as well as the impact of storms, floods, and natural disasters in 2024, the province has achieved impressive results in socio-economic development and national defense-security. Out of 26 key targets, 16 were met or exceeded, with 8 targets surpassing the initial plan.
Notably, the province’s GRDP growth rate in 2024 is expected to increase by over 10% compared to 2023, surpassing the target set by the Provincial Party Committee’s Resolution (7%/year) by 3 percentage points.
The industry and construction sector grew by 8.61%, while the service sector expanded by 12.72% compared to the previous year. The economic structure continued to shift in the right direction. In terms of budget revenue, the provincial budget revenue in 2024 is estimated at 16.240 trillion VND, exceeding the target set by the Provincial People’s Council by 14.43%.
The business investment environment has also seen positive changes. Dien Bien’s Provincial Competitiveness Index (PCI) for 2023 showed significant improvement, scoring 66.77 points, a rise of 31 ranks compared to 2022, and placing the province 31st in the national rankings.
Key projects in the province, including those commemorating the 70th anniversary of the historic Dien Bien Phu Victory, such as the road connecting key economic areas in the dynamic economic region along National Highways 279 and 12, and the Multi-Hazard Management Project in the Náºm Rốm River Basin, have been making steady progress.
Tourism remained a bright spot in the province’s socio-economic development in 2024. The successful hosting of the National Tourism Year – Dien Bien 2024 events, commemorating the 70th anniversary of the Dien Bien Phu Victory (May 7, 2024), showcased the province’s organizational capabilities and its ability to execute national-level events. It also demonstrated Dien Bien’s determination to excel in achieving its goals and attracting investment to develop tourism as a key economic sector.
According to Mr. Le Thanh Do, Chairman of the Provincial People’s Committee and Head of the Organizing Committee for the National Tourism Year – Dien Bien 2024, the events attracted 1.85 million tourists to Dien Bien. For the first time, the province’s tourism revenue exceeded 3.321 trillion VND (a 1.9-fold increase compared to the same period in 2023). The average length of stay for tourists in Dien Bien was 3 days.
The total tourism revenue is estimated at 3.3 trillion VND, a surge of 1.88 times compared to the previous year, surpassing the plan by 50%.
At the 17th session of the 15th-term Provincial People’s Council, Dien Bien set ambitious goals for 2025, aiming to accelerate its progress in achieving socio-economic development targets for the 2021-2025 period and the resolutions of the 14th Provincial Party Congress.
The province targets a GRDP growth rate of over 10.5% in 2025, with a per capita GRDP of 53.85 million VND/year. The economic structure is expected to shift, with agriculture, forestry, and fisheries accounting for 13.65%, down by 0.94%; industry and construction at 23.12%, up by 0.79%; services at 59.11%, up by 0.35%; and tax and subsidies making up the remaining 4.12%, a decrease of 0.2% compared to 2024.
Additionally, the province aims to achieve a state budget revenue of 15,292.791 trillion VND, with an on-site budget revenue of 2,062 billion VND. The total social investment capital in 2025 is estimated at 27,948 billion VND, while the total retail sales of goods and services are expected to reach 27,500 billion VND.
In the tourism sector, the province sets a target of welcoming over 1,450 thousand visitors, with a social revenue of over 2,400 billion VND from tourism activities.
