On December 24, the People’s Procuracy of Gia Lai province announced that it had issued an indictment to prosecute Tran Minh Luong (Director) and Le Dinh Vuong (Deputy Director of the 81-05D Registration Center, belonging to Cao Nguyen Limited Company, address in Dien Phu Industrial Cluster, Pleiku city) for the crime of “taking bribes.”
According to the indictment, Luong and Vuong colluded with individuals and vehicle owners who needed to design, appraise, and inspect dossiers, receiving bribes ranging from VND 5-15 million per vehicle. The vehicle owners would then self-modify or hire local garages to carry out the modification work.
Luong and Vuong would then purchase fake modification design dossiers from several companies, including An Binh Auto Technical Services Co., Ltd., AlPha Auto Co., Ltd., Duc Thinh Auto Technical Design Services Co., Ltd., and Tien Phong Auto Service and Technical Co., Ltd., at a cost of VND 5-8 million per dossier to legalize the modification appraisal procedure.
The investigation determined that out of 318 modification design dossiers for motor vehicles at the 81-05D Registration Center, Luong received money from 53 individuals, totaling more than VND 776 million, to purchase 106 fake modification design dossiers. Meanwhile, Vuong received VND 266 million from 29 individuals to buy 31 fake modification design dossiers.
Notably, from 2018 to 2020, while working as a registration inspector and deputy director of the 81-03D Registration Center (Gia Lai Motor Vehicle Registration Limited Company), Vuong also received VND 58 million to purchase seven fake modification design dossiers for the appraisal and registration process.
