The Ministry of Transport has recently issued Circular No. 47, which will come into effect on January 1, 2025, detailing the inspection and certification process for motorcycle and scooter emissions.

Although the Circular takes effect on January 1, 2025, according to the Vietnam Register, the actual implementation of motorcycle emissions inspections at registration centers will not begin on this date but will follow a government roadmap, which is not yet specified.

According to the Circular, the emission inspection cycle is as follows: motorcycles and scooters under 5 years old will automatically be certified, those aged 5 to 12 years will be inspected every 24 months, and those over 12 years old will be inspected annually.

The emission inspection certification for motorcycles and scooters, effective from January 1, 2025, will be in the following format, as per the Appendix to Circular 47:

For motorcycles and scooters less than 5 years old, emission inspection certificates will be issued through inspection management software, reducing the number of vehicles queuing at emission inspection centers.

This certification is based on the results of the certification of technical safety and environmental protection quality of motorcycles and scooters in production, assembly, and importation, obtained from the data of the Vietnam Register in combination with the database of vehicle registration and management of the Ministry of Public Security.

Vehicle owners are not required to submit emission inspection dossiers or bring their vehicles to registration centers, helping to reduce congestion at these centers. The Circular also stipulates that emission inspection certificates will be in an online format, linked to the vehicle owner’s electronic identification account, reducing the time and cost of printing, stamping, and performing inspections.

For motorcycles and scooters over 5 years old from the year of manufacture, owners will need to take their vehicles to registration centers for emission inspections.

They must present one of the following documents: the original vehicle registration certificate, a certified true copy, or an electronically certified copy of the original, along with an appointment for vehicle registration, for the registration center to accept the inspection dossier.

The registration centers will then proceed to retrieve the vehicle’s information from the inspection management software system and compare the information from the vehicle registration certificate with the actual vehicle information.

If the information does not match, the vehicle will not be inspected. If there are no issues, the registration center will establish a control sheet and proceed with the emission inspection.

If the vehicle passes the emission inspection, an electronic emission inspection certificate will be issued, and the information will be integrated into the vehicle owner’s electronic identification account.

According to statistics from the Ministry of Transport, as of the end of 2023, there were nearly 75 million motorcycles in circulation in Vietnam, of which nearly 73 million were gasoline-powered. Many of these are old motorcycles produced before 2000, which pose a high risk of environmental pollution.
