Hue Becomes a Municipality Directly Under the Central Government in 2025

Hue will officially become a municipality under the central government on January 1, 2025

On November 30, 2024, the National Assembly passed a resolution to establish Hue City under the central government and two districts, Phu Xuan and Thuan Hoa, within Hue City.

Specifically, Phu Xuan District was established with a natural area of 127.05 km2 and a population of 203,142, separated from Hue City in Thua Thien Hue Province.

Located on the north bank of the Huong River, Phu Xuan District comprises 13 wards: Dong Ba, Gia Hoi, Thuan Loc, Tay Loc, Thuan Hoa, Phu Hau, Huong Vinh, Huong So, An Hoa, Huong Long, Huong An, Kim Long, and Long Ho (formed by merging Huong Tho commune and Huong Ho ward). Phu Xuan District is designated as the old urban area expanded for cultural, economic, service, and tourism activities.

Thuan Hoa District, on the other hand, was established with a natural area of 139.41 km2 and a population of 297,507. It comprises 19 wards: Phu Hoi, Phu Nhuan, Vinh Ninh, Phuong Duc, Thuy Xuan, Truong An, Phuoc Vinh, An Cuu, An Dong, An Tay, Xuan Phu, Vy Da, Thuy Van, Phu Thuong, Duong No, Thuan An, Huong Phong, Thuy Bang, and Thuy Bieu.

Notably, Thuan An ward was established by merging Hai Duong commune and Thuan An ward, while Duong No ward was formed by merging Phu Thanh, Phu Mau, and Phu Duong communes. Thuan Hoa District is the administrative, political, cultural, service, tourism, commercial, financial, healthcare, and educational center of the city and the nation, as well as the international level. It also serves as the southern expansion of the central urban area.

According to Bao Thua Thien Hue , Chairman of the Hue City People’s Committee, Vo Le Nhat, stated that following the province’s directives, the city had proactively proposed a plan for the separation of the existing city, including personnel arrangements, office space allocation, and infrastructure preparation for the new districts. The focus was on the immediate operational readiness of the northern district (Phu Xuan) upon the effectiveness of the National Assembly’s Resolution 175/2024, which will come into force on January 1, 2025.

Phu Xuan District will temporarily use the former headquarters of the Thua Thien Hue Provincial Military Command. In the future, the main office of Phu Xuan District will be located on the extended Nguyen Hoang Street, intersecting with Ly Nam De Street in Huong Long Ward. While the infrastructure development in this area will take a few years, it will boost the area’s development.

Thuan Hoa District will utilize the current Hue City People’s Committee headquarters on To Huu Street. The other offices of Hue City will remain in their old locations.
