Speaking at the conference to review the production and business activities of Petrovietnam – the National Energy Industry Group in 2024 and deploy the plan for 2025, on December 28, Prime Minister Pham Minh Chinh shared that for four consecutive years, he has proudly witnessed the group’s efforts, determination, development, and growth.
“Compared to previous years, we now have fewer doubts and worries, and more faith and hope. While 2021 was about stabilizing after fluctuations, 2022 was the year of recovery, and 2023 was the year of acceleration, 2024 marks the transition from ‘red’ to ‘green’ energy, and 2025 must be the year of breakthrough for Petrovietnam,” the Prime Minister stated.
He emphasized the crucial role of Petrovietnam as a state-owned economic group in the country’s socio-economic development, contributing to ensuring five key areas: energy security, food security, economic security, social security, and maritime sovereignty.
The Prime Minister expressed his agreement with the reports and opinions presented and highlighted three valuable lessons from Petrovietnam’s achievements:
First, adhere to and strictly follow the leadership and guidance of the authorities, while being bold, innovative, and proactive to achieve the highest efficiency.
Second, stay abreast of the situation and respond to policies effectively and promptly. Stay grounded in reality, respect and learn from practical experiences, and take a determined, proactive approach with a clear focus and well-defined responsibilities. Ensure that tasks are completed thoroughly and on time.
Third, foster unity and harmony within the group, with all members working towards a shared vision. Remain humble and open to feedback from partners to continuously improve and surpass expectations.
As an example, the Prime Minister mentioned that in 2024, the group successfully exported offshore wind power pedestal products and is now working on producing turbines and blades. This marks the first time Vietnam has secured a significant export contract in the emerging field of offshore renewable energy, putting the country on the map in this sector.
The Prime Minister drew attention to some areas that require further effort and urged the group to remain vigilant and well-prepared for any situation, especially when operating in offshore or other challenging environments. He emphasized the need for faster, bolder, and more efficient transitions, as well as improved coordination with relevant ministries, sectors, and agencies, based on mutual understanding and support.
Looking ahead to 2025, the Prime Minister underscored the need to accelerate and break through in preparation for a new era of national development, characterized by prosperity, civilization, and abundance.
He outlined key priorities, including economic development as the central focus, promoting three strategic breakthroughs, achieving a GDP growth rate of at least 8%, and aspiring for double-digit growth. Other priorities include strengthening the Party, considering personnel work as the key to success, ensuring national defense and security, and fostering a progressive culture that embraces traditional values.
The Prime Minister emphasized that Petrovietnam has a crucial role to play in these key tasks and must perform efficiently. The government has faith in the group’s ability to deliver.
He set forth specific goals, directing the group to take the lead in accelerating and breaking through, aiming for double-digit growth. Petrovietnam should embrace digital transformation in governance and strictly adhere to security and safety regulations. Additionally, the group should develop a strategy and proposal to restructure itself into a National Energy Industry Group, aligning with the orientation of the Vietnamese oil and gas industry’s development strategy.
Regarding guiding principles, the Prime Minister instructed the group to strictly adhere to and effectively implement the tasks outlined in Conclusion 76 of the Politburo. He emphasized the need for restructuring in governance, human resources, finance, investment, production, and business operations to successfully transition into a National Energy Industry Group. The group should aim to become a leading energy group in the region, building a valuable and respected brand globally, and actively participating in the global supply chain.
Additionally, Petrovietnam should take the lead in promoting the application of science and technology, innovation, and digital transformation. This includes implementing Resolution No. 57-NQ/TW dated December 22, 2024, on national breakthrough in science and technology, innovation, and digital transformation, with a focus on building databases and developing artificial intelligence.
The Prime Minister instructed Petrovietnam to continue collaborating with relevant agencies to propose, build, and perfect institutions, mechanisms, and policies, including special policies. He encouraged cooperation with domestic enterprises and large international groups to attract investment, technology transfer, human resource development, and improved governance…
Agreeing with the specific tasks and solutions proposed by the group, the Prime Minister emphasized that resources stem from thinking, motivation from innovation, and strength from the people and businesses. He stressed the importance of valuing time, intelligence, and decisiveness, as well as having a broad vision and a strong commitment. He encouraged a results-oriented approach, stating, “Let’s discuss doing, not retreating,” “When we say we’ll do it, we’ll get it done, and when we go, we’ll get there,” and “When we do something, we must make it effective and produce concrete outcomes.”
The Prime Minister expressed that the group’s recent achievements bring even greater responsibility, especially during the transition period and in 2025, as they must also complete the goals and tasks, streamline the apparatus, and organize Party Congresses at all levels.
He concluded by expressing his belief and hope that Petrovietnam will successfully fulfill its assigned tasks in 2025, achieving even more remarkable breakthroughs and setting new records. He expects the group to continue contributing to the cause of building and defending the nation, promoting prosperity, and enhancing the material and spiritual life of the people.

The Ministry of Industry and Trade has proposed an offshore wind power project with an attractive incentive package. During the construction phase, the project will be exempt from sea area usage fees, and for the first 12 years of operation, these fees will be reduced by 50%. Notably, the proposal includes a requirement for foreign investors to partner with Vietnamese enterprises, with foreign ownership not exceeding 65%.
