According to the Vietnam Registry Office (VRO), the software system will integrate electronic inspection certification with the vehicle owner’s digital identity account data and the VNeID application. This simplification of administrative procedures, cost reduction, and facilitation of public and authority management, usage, and control aims to benefit the people.
The issuance of electronic registration certificates also helps detect vehicles using fake registration certificates during inspections. In such cases, the inspection facility (IF) must enter the information into the warning system and notify the local police for handling according to regulations.

According to Government Decree No. 166/2024, from the beginning of this year, the case of IFs for motor vehicles being co-located with bus stations or rest stops will be exempt from area requirements. However, the inspection workshop must comply with the National Technical Regulation on Physical Infrastructure and Location of IFs for Motor Vehicles and Fixed Emission Inspection Facilities for Motorcycles and Motorized Bicycles (QCVN 103:2024/BGTVT).
For fixed emission inspection facilities, the inspection area must be at least 15m2, corresponding to one emission measurement device, and can be shared with motorcycle and moped maintenance and repair facilities.
For mobile emission inspection facilities, there are no area requirements, but the equipment and vehicles serving emission inspections must be permanently installed on the specialized mobile emission inspection vehicles.
In terms of human resources, an IF must have at least one class III, II, or I inspector and support staff (who can hold multiple positions if they meet professional certification requirements).
The motor vehicle IFs are responsible for inspecting and issuing inspection certificates for motor vehicles and conducting emission inspections and issuing emission inspection certificates for motorcycles and mopeds. Emission inspection facilities inspect and issue emission inspection certificates for mopeds. Facilities with specialized inspectors for motor vehicles will inspect and issue inspection certificates for these vehicles.
The head of the IF must be a class II or higher inspector (previously, a senior inspector or an inspector who has performed inspection duties for a minimum of 36 months). Additionally, Decree 166/2024 does not specify a minimum number of inspectors per inspection line.
The new inspector categories are class I, class II (corresponding to the previous senior motor vehicle inspector and motor vehicle inspector, respectively), and the addition of class III inspectors for emission inspections. The requirement for promotion from class II to class I inspector has been adjusted to five years of experience (from three years previously).
