Specifically, there are 98 projects and plans that must be reported to the city’s People’s Council for approval. This includes 12 land retrieval projects for land-use right auctions, one project for investor selection through bidding with land use, and 85 other projects and constructions.

The remaining 54 projects and plans do not require approval from the city’s People’s Council. Of these, 17 were newly registered in the 2024 land use plan, 31 had been in the district-level land use plan for two years or more, and six were newly registered.

Notably, two out of 152 social housing projects stand out. The first is the Thuong Thanh social housing project, spanning over 6ha and comprising three apartment blocks, CT1, CT2, and CT3, each with 22 floors, as well as 44 adjacent houses. This project is developed by a joint venture between Joint Stock Company Him Lam Thu Do and Joint Stock Company BIC Vietnam.

Within this partnership, BIC Vietnam is responsible for the CT1 building, branded as Rice City Thuong Thanh, covering an area of over 0.5ha. Him Lam Thu Do, on the other hand, undertakes the construction of CT2, CT3, and the adjacent houses, spanning nearly 5.4ha.

The Thuong Thanh social housing project was granted a construction permit by the Hanoi Department of Construction on November 28, 2024, to the aforementioned joint venture for the development of the high-rise apartment complex CT1 and associated infrastructure in Long Bien district.

BIC Vietnam shared that the project is currently undergoing infrastructure and foundation work. They assured that once the prerequisites are met, they will announce the commencement of accepting applications for social housing purchases on their website and through the Department of Construction. BIC Vietnam also revealed that the expected selling price for the Rice City Thuong Thanh social housing units is 20 million VND per square meter.

Another notable project is the investment in constructing social housing on a 4.9-hectare plot of land, CT, which falls within the CT1 planning area. This project involves the construction of technical infrastructure for land auction for land-use rights in Long Bien ward and is carried out by the Land Development Center of Long Bien district.

The People’s Committee of Long Bien district is tasked with reviewing and evaluating the feasibility of the projects included in the 2025 land use plan. In cases where there are legal and feasible projects, the Committee is responsible for consolidating and reporting them to the Department of Natural Resources and Environment for submission to the City People’s Committee for approval and inclusion in the land use plan.

Additionally, the Committee is responsible for inspecting the implementation of the land use plan, promptly detecting and handling any violations, and strengthening monitoring to ensure the feasibility of the 2025 land use plan. A report on the implementation of the land use plan is to be submitted by October 15, 2025.

The Department of Natural Resources and Environment is responsible for allocating land, leasing land, and converting land use purposes in accordance with the approved land use plan. They also inspect the implementation of the land use plan and regularly update projects (meeting the requirements) for submission to the City People’s Committee for approval and inclusion in the annual land use plan.
