During the meeting, General Secretary and President Thongloun Sisoulith expressed his delight in welcoming Prime Minister Pham Minh Chinh to Laos, emphasizing that the visit marked an important milestone for the Intergovernmental Committee.

The Lao General Secretary and President affirmed that the Lao Party, state, and people always attach great importance to and give top priority to the great friendship, special solidarity, and comprehensive cooperation between Laos and Vietnam. He regarded these relationships as invaluable assets with strategic significance for the revolutionary causes of both countries.

General Secretary and President Thongloun Sisoulith expressed his gratitude and conveyed warm greetings to General Secretary To Lam, President Luong Cuong, Chairman of the National Assembly Tran Thanh Man, and other leaders of the Party, state, and people of Vietnam.

He also congratulated and shared the joy of the Vietnamese people in their football team’s recent AFF championship victory.

Prime Minister Pham Minh Chinh was touched and delighted to meet again with General Secretary and President Thongloun Sisoulith, a close comrade and friend of the Vietnamese leadership and people. He respectfully conveyed greetings and best wishes for good health from General Secretary To Lam, President Luong Cuong, and Chairman of the National Assembly Tran Thanh Man to General Secretary and President Thongloun Sisoulith.

Prime Minister Pham Minh Chinh congratulated Laos on its achievements in 2024 and expressed his confidence that, under the wise leadership of the Lao People’s Revolutionary Party, with comrade Thongloun Sisoulith at the helm, the Party, state, and people of Laos would continue to reap even greater successes in implementing the resolutions of the 11th Party Congress and the 9th Five-Year National Socio-Economic Development Plan.

On this occasion, Prime Minister Pham Minh Chinh shared with the Lao General Secretary and President the outstanding results of his exchange with Prime Minister Sonexay Siphandone and the 47th meeting of the Vietnam-Laos Intergovernmental Committee, as well as the Vietnam-Laos Investment and Cooperation Conference 2025. He emphasized that the two sides had reviewed bilateral cooperation in all fields since the 46th meeting of the Intergovernmental Committee, resolving many long-standing issues and setting the direction for bilateral cooperation in 2025.

Both sides rejoiced as the bilateral relationship continued to deepen and become more substantive across all fields, with a focused and result-oriented approach. Political cooperation has grown increasingly trustworthy and close, marked by frequent exchanges and engagements at both high and lower levels.

Additionally, defense and security cooperation remained a crucial pillar of the bilateral relationship, while economic, trade, and investment cooperation thrived, with two-way trade estimated at 2.2 billion USD, surpassing the 2 billion USD target set by both sides. They aimed to further increase this figure to 5 billion USD in the coming years.

The two countries also continued to support each other in building an independent, autonomous economy, deeply integrating into the international community, and effectively cooperating in culture, education, people-to-people exchanges, and local collaborations.

The two leaders agreed to continue high-level delegation exchanges, especially during significant events in both countries, reflecting the spirit of solidarity and determination to achieve the set goals.

Commending the outcomes of the 47th meeting of the Intergovernmental Committee, General Secretary and President Thongloun Sisoulith highly appreciated the resolute direction of the Vietnamese Politburo, especially General Secretary To Lam and Prime Minister Pham Minh Chinh, in implementing high-level agreements and plans, with a focus on resolving difficulties and obstacles for many projects.

General Secretary and President Thongloun Sisoulith expressed his full agreement and appreciation for the great efforts and strong determination of the two governments, ministries, sectors, and localities in promoting cooperation between the two countries in a breakthrough, focused, and result-oriented manner. He requested that the agencies and sectors of the two countries concentrate their efforts and actively implement the results agreed upon by the leaders.

He also proposed that the two sides further enhance the connectivity between the Lao and Vietnamese economies, especially in finance, infrastructure, transportation, energy, telecommunications, and tourism.

At the end of the meeting, the two leaders extended their best wishes for a happy new year in 2025 and the upcoming Lunar New Year of the Tiger in Vietnam.
