Mr. Duong Duc Tuan, Vice Chairman of the Hanoi People’s Committee, made this directive during a visit to offer Lunar New Year greetings to officers and workers at the construction site of Component Project 2.1 (Ring Road 4 – Capital Region Project) on the morning of January 24th.
Regarding the project’s progress, Mr. Nguyen Hoang Hai, Commander of Package 9, the contractor from Vietnam’s Import-Export and Construction Corporation (Vinaconex), shared that Component Project 2.1 commenced on June 25, 2023.

Thus far, the contractors have achieved over 50% of the contract value. Specifically, sand filling for the road foundation stands at 85%, while earth filling is approximately 62.27%, and crushed stone filling is around 35%. The construction of bridges and culverts is also underway simultaneously. As of now, land clearance has been completed for over 98.4% of the total area, with only about 13 hectares left to be handed over.
Notably, in the districts of Me Linh, Dan Phuong, and Hoai Duc, the contractor has laid 15 out of 31 kilometers of asphalt concrete.

According to Mr. Hai, the project will continue until January 25th, after which construction will halt for the Lunar New Year holiday. The contractors will resume work on the 6th day of the new year.
Representatives from the contracting companies pledged that immediately following the holiday, they would operate in three shifts and four crews to ensure the completion of the parallel road by the end of 2025.
During the meeting, Vice Chairman of the Hanoi People’s Committee, Duong Duc Tuan, commended the contractors’ dedication and acknowledged that they had achieved approximately 50% of the contract value and 10% of the 2025 plan.
Mr. Tuan requested that the units exert efforts to implement the remaining road and bridge components and strive to open the parallel road of Ring Road 4 to traffic by the end of 2025.
