Chairman of the Hanoi People’s Committee Tran Sy Thanh has instructed relevant units to focus on resolving difficulties and obstacles for the Investment Project for the construction of a road surrounding the Chu Van An Memorial Area in Thanh Tri district. This Build-Transfer (BT) project, approved in 2011 and commenced in 2014, remains unfinished.

In April 2011, the Hanoi People’s Committee approved the road project encircling the Chu Van An Memorial Area, encompassing a 2.5km main route and a 1.1km auxiliary route, slated for completion by 2014. However, the project commenced in May 2014, with a total investment of VND 1,475 billion and an expected completion within 36 months. Yet, it remains unfinished.

Several factors have contributed to the project’s delay, including challenges in site clearance. Additionally, the Hanoi People’s Committee added new components, such as a complete intersection between Route 1 and Road 70, water supply pipes, and other elements (image: Large pipes placed by the contractor at various points along the route to prevent vehicle movement)

To address the project’s challenges, Chairman Tran Sy Thanh instructed the Department of Natural Resources and Environment to promptly guide the People’s Committee of Thanh Tri district in implementing land allocation limits for the resettlement area, reporting to the city if it exceeds their authority. The People’s Committees of Ha Dong district and Thanh Tri district were also urged to expedite site clearance related to the project.

Regarding the intersection with Phan Trong Tue Road (Road 70), Chairman Tran Sy Thanh requested that any obstacles be resolved by June 2025. The construction of the intersection with Phan Trong Tue Road should be completed within the year. Image: Motorcyclists navigate the unfinished road.

It is anticipated that if the “bottleneck” in site clearance for the Road 70 intersection is resolved, the project will be completed promptly.
