The Deputy Chief Inspector of Hanoi, Nguyen Trong Hoa, has recently issued a notice announcing the inspection conclusions regarding the management of planning, land, construction order, and environmental protection in the Tu Liem Industrial Cluster.
An overview of the Tu Liem Small and Medium Industrial Cluster Project reveals that it was established following the directives of the City Party Committee and the People’s Committee to boost local economic development, in alignment with the master plan of Tu Liem district approved by the City People’s Committee in 2000. The Tu Liem Industrial Cluster, located in the GS3-2 area, was originally designated as a green space, isolation, and nursery park buffer zone for the central square. Therefore, the Tu Liem Industrial Cluster was later considered for conversion to conform to the approved plan.
Thus far, the City People’s Committee has allocated space to 88 enterprises, achieving a 100% occupancy rate for industrial land. Overall, the enterprises have fulfilled their financial obligations to the state and utilized the land within the allotted boundaries.

Tu Liem Industrial Cluster
Alongside the achievements, the Hanoi Inspectorate also pointed out several shortcomings in land management, construction order management, and environmental protection.
Specifically, in terms of land management: Upon inspecting 30 out of 88 enterprises leasing land in the Industrial Cluster, 10 companies were found to have land-related issues. These include: Investment and Trade Kova Joint Stock Company, Tu Liem Environmental Services Joint Stock Company, Bach Khoa Mechanical, Electrical and Refrigeration Joint Stock Company, Hiep Huong Trading Joint Stock Company, Selta Limited Liability Company, Son Ha International Joint Stock Company, Hoa Phong Limited Liability Company, Ngoc Anh Import-Export Trading Joint Stock Company, Hoang Giang Production and Investment Limited Liability Company, and Water and Environment Industry Development Investment Joint Stock Company.
Concerning construction order management, the Hanoi Inspectorate inspected 30 out of 88 enterprises leasing land in the Industrial Cluster. It was determined that, from July 1, 2014 (the date of separation of Tu Liem district into Nam Tu Liem and Bac Tu Liem districts) until now, the People’s Committee of Minh Khai Ward and the Urban Order Construction Management Team of Bac Tu Liem District have failed to establish violation handling records for some companies that engaged in unauthorized construction activities, contrary to the approved planning.
Responsibility of the Director of the Bac Tu Liem Construction Investment Management Board
Based on the inspection results, the Hanoi Inspectorate attributes the violations in construction order mentioned above in the Tu Liem Industrial Cluster to the responsibility of the Director of the Management Board of the Tu Liem Small and Medium Industrial Cluster Project (now the Management Board of Bac Tu Liem District Construction Investment) for not promptly detecting and reporting construction order violations within the Industrial Cluster to the People’s Committees of Bac Tu Liem and Nam Tu Liem districts for direction and coordination with functional departments of the two districts. Additionally, the People’s Committee of Minh Khai Ward (formerly Minh Khai Commune), the People’s Committee of Phuong Canh Ward (formerly Xuan Phuong Commune), and the Tu Liem District Construction Inspectorate, later the Urban Order Construction Management Team of Bac Tu Liem and Nam Tu Liem districts from 2002 to the present, also hold responsibility.
Accordingly, the Hanoi Inspectorate recommends that the City People’s Committee direct the People’s Committee of Bac Tu Liem District to review the responsibilities of collectives and individuals regarding the shortcomings and faults in land use management, construction order, and environmental protection in the Tu Liem Industrial Cluster mentioned in Inspection Conclusion No. 484/KL-TTTP-P2 dated January 25, 2024.
The Inspectorate also recommends that the Hanoi People’s Committee direct the People’s Committee of Nam Tu Liem District to review and draw experiences from the responsibilities of collectives and individuals regarding the shortcomings and faults in land use management, construction order, and environmental protection in the Tu Liem Industrial Cluster.
It is known that Mr. Nguyen Minh An has been the Director of the Bac Tu Liem District Construction Investment Management Board since November 2021.
