On February 4th, the Ministry of Justice held a meeting to review the proposal for a National Assembly resolution on piloting mechanisms and special policies for the development of the urban railway network system in Hanoi and Ho Chi Minh City until 2035.

Special mechanisms and policies are needed to develop the urban railway network system in Hanoi and Ho Chi Minh City.
The meeting discussed the slow progress of urban railway development in the two cities, which has fallen short of goals to reduce traffic congestion. The resolution aims to mobilize legal resources for investment, streamline procedures and timelines, and efficiently exploit land resources.
The draft resolution proposes eight groups of special mechanisms and policies, including capital mobilization, investment procedures, Transit-Oriented Development (TOD) models, railway industry development, technology transfer, human resource training, construction material and waste disposal policies, and anti-corruption measures.
Regarding the proposal to issue government bonds to supplement annual investment plans for urban railway projects, the Ministry of Finance requested clarification on the legal basis and alignment with the Law on Public Debt Management and the Law on State Budget.
The draft resolution also suggests replacing the feasibility study report’s basic design with a comprehensive technical design (FEED). The Ministry of Construction recommended assessing the feasibility of this proposal and providing clear regulations related to FEED.
Deputy Minister of Justice Nguyen Thanh Tinh requested the drafting agency to review and complete the proposal and draft resolution, emphasizing the need for special policies and effective solutions for urban railway development in Hanoi and Ho Chi Minh City.
He also asked for clarification on how the resolution’s objectives would be achieved, including attracting resources, streamlining procedures, maximizing decentralization, and ensuring economic and social efficiency.
Additionally, he suggested supplementing the resolution with regulations on the responsibilities of authorized agencies in implementing the resolution, particularly regarding monitoring, inspection, supervision, and anti-corruption measures.
