This is the project for the Phu Yen coastal road route, connecting Tuy An district to Tuy Hoa city (phase 1).
Recently, the Phu Yen Provincial Project Management Board announced the results of the bidding process for Package 01XL of the Phu Yen Coastal Road Project, connecting Tuy An district to Tuy Hoa city (phase 1). Accordingly,
the winning bidder was Son Hai Corporation, with a price of VND 890,906 billion,
a reduction of 12.5% compared to the initial estimate of VND 1,018,225 billion. The contract duration is 1,263 days, with an adjustable unit price contract.

In reality, the package was openly bid online, and bidding closed on January 18, 2025, with three contractors submitting bids. All three bidders passed the technical evaluation and were considered for the price proposal. Notably, Deo Ca Construction Joint Stock Company ranked second, with a bid price of VND 965,719 billion; while the consortium of Central Construction Group Joint Stock Company – Tan Lap Limited Company ranked third, with a price of VND 987,676 billion.
A representative of Son Hai Corporation stated that on March 24, 2025, the contractor and the investor are completing the contract signing procedures. The corporation has prepared the necessary manpower and equipment and will commence construction as soon as the contract officially takes effect.
Son Hai is one of the most reputable contractors in Vietnam today. The corporation has been and is constructing many famous transport infrastructure projects in our country. As of 2023, Son Hai is the only infrastructure contractor in Vietnam that offers a 5- to 10-year quality warranty on its projects.

Phu Yen’s Potential Project Worth Over VND 2,000 Billion
Previously, on March 17, 2025, the People’s Committee of Phu Yen province approved the second phase of the contractor selection plan for eight other packages of the Tuy An – Tuy Hoa Coastal Road Project, with a total investment of over VND 1,185 billion. Among these, Package 01XL had the highest value, with an estimate of VND 1,018,225 billion, including all construction work.

The Tuy An – Tuy Hoa coastal road project is a Group A project with a total length of about 14.6 km, a road width of 42 m, and a designed speed of 60 km/h. The road starts from the north of An Hai Bridge and ends at the Submarine Maintenance Center (An Phu commune, Tuy Hoa city). The total investment capital for the project is VND 2,228 billion, of which VND 800 billion is supported by the central government.
The project is divided into two phases. The investment capital for the period 2023 – 2025 is VND 1,328 billion, and for the period 2026 – 2028, it is VND 900 billion.
This project includes the construction of a synchronous transport system, sidewalks, medians, drainage systems, and traffic safety items. In addition, the section from Km 25+214.39 to Km 25+628.71 will be invested with complete technical infrastructure and auxiliary works as per the planning. This project aims to gradually complete the coastal road and serve as a main transport axis, connecting inter-regional traffic, linking urban clusters, industrial parks, large projects with the sea port system, airport, and other modes of transportation.
According to experts, once operational, the Tuy An – Tuy Hoa coastal road project will facilitate the efficient exploitation and utilization of marine and coastal resources, contributing to local socio-economic development; while also strengthening national defense and security to firmly safeguard the country’s sovereignty, social welfare, and sustainable development of the region in general and Phu Yen province in particular.
