The Ministry of Construction has assigned the Department of Economics and Construction Investment Management to take charge, in collaboration with relevant units, to prevent wastefulness, unlock resources, and boost economic growth.
Specifically, the Department of Economics and Construction Investment Management needs to update and supplement all necessary content, information, and reports as requested in the Prime Minister’s Official Dispatch 112, dated November 6, 2024, on focusing on resolutely addressing stagnant and suspended construction projects and urgently implementing, completing, and putting them into use to prevent waste and loss.
Previously, Official Dispatch 112 pointed out numerous construction projects that have not been promptly addressed by authorities, agencies, and units, resulting in stagnation and prolonged suspension. In addition, to prevent wastefulness, the Ministry of Construction will review and amend cumbersome administrative procedures that cause bottlenecks and waste of resources, while minimizing red tape and compliance costs for citizens and businesses.
Furthermore, the ministry will promote decentralization and delegation of power, along with enhanced monitoring, inspection, and supervision in handling administrative procedures to reduce intermediary layers and put an end to prolonged processing times due to multiple agency involvement.
There will be strict implementation of regulations regarding the announcement, disclosure, and transparency of administrative procedures, as well as digitization of dossiers and outcomes, as per the requirements.
According to the Ministry of Construction, agencies under the ministry are also accelerating the application of smart governance and digital transformation to improve state management efficiency, enhance information transparency, and reduce waste and loss in the management and utilization of state resources.
There will be a push to expedite the adoption of digital technology, artificial intelligence, and big data in management and supervision, along with the synchronization of digital infrastructure and interoperability of data systems between agencies to avoid the situation where each unit operates a separate system, leading to data fragmentation and difficulties in information management and extraction.
The ministry also emphasizes the need for a strict monitoring mechanism between levels to prevent group interests and cover-ups that may impact the effectiveness of state management.
“Inspection agencies must coordinate closely and proactively take action upon detecting any signs of violations that lead to prolonged delays, causing waste and public dissatisfaction,” the Ministry of Construction stated.
