Strengthening Vietnam-Russia Relations: A Historic Partnership
On May 10th, at the Kremlin in Moscow, General Secretary To Lam held official talks with President Vladimir Putin.
The discussions between the two leaders centered around the longstanding and robust friendship between Vietnam and the Russian Federation, which has endured the test of time. Both nations aspire to foster this relationship for their mutual benefit, contributing to regional peace, cooperation, and development.
They expressed satisfaction with the positive trajectory of the Vietnam-Russia Comprehensive Strategic Partnership, particularly in the realms of economics, trade, energy, education, and science and technology innovation.
General Secretary To Lam proposed enhancing high-level delegation exchanges and strengthening economic, trade, and investment cooperation. He also suggested promoting collaboration in transportation, electronic commerce, and labor, given Russia’s high demand for labor. Additionally, he requested support for Vietnamese researchers in fields such as nuclear and basic physics.
Acknowledging Russia’s prowess in biology and pharmaceuticals, General Secretary To Lam expressed interest in joint research and development of medicines and vaccines. He particularly emphasized the establishment of a vaccine research and testing facility in Vietnam, with the ultimate goal of technology transfer and local production.
Recognizing the significance of this visit, both leaders agreed on the need for symbolic projects that embody the Vietnam-Russia friendship in this new era.
Witnessing the Signing of Landmark Agreements
Immediately following the talks, General Secretary To Lam and President V. Putin oversaw the signing of several pivotal agreements, including:
– A Memorandum of Understanding between the Vietnam Vaccine Joint Stock Company (VNVC) and the Russian Direct Investment Fund (RDIF)
– A sales contract for natural gas from Lot 12/11 between the Vietnam Industry and Energy Group, Zarubezhneft JSC, and the Vietnam Gas Corporation (PV GAS)
– A comprehensive cooperation agreement between Vietnam Airlines and VTB Bank of Russia
Additionally, other cooperation documents were signed, such as:
(i) A roadmap for atomic energy cooperation for peaceful purposes between the Ministry of Science and Technology and ROSATOM for 2025-2030
(ii) A Memorandum of Understanding between the Vietnamese Ministry of Health and the Russian Ministry of Health on biomedical cooperation
(iii) A program of cooperation between the Ministry of Justice of the Socialist Republic of Vietnam and the Ministry of Justice of the Russian Federation for 2026-2027
(iv) A Memorandum of Understanding on tourism cooperation between the Ministry of Culture, Sports, and Tourism of Vietnam and the Ministry of Economic Development of Russia for 2025-2030
The Long Thanh Airport: Awakened from its Slumber
As of now, the country has successfully constructed 2,268 kilometers of expressways, and an additional 800 kilometers are expected to be completed by the end of the year. Notably, the Long Thanh International Airport project has come to life after years of dormancy, and the road connecting it is being actively developed.
“Six Developers, Zero Disbursement”
Despite favorable conditions, the disbursement of public investment capital in Dak Nong has been low. Alarmingly, six investors have failed to disburse any public investment funds, resulting in a zero-dong disbursement figure.
