In a recent development, the Hanoi People’s Council, during its 22nd session held on April 29, passed a resolution to reorganize the city’s communal-level administrative units. As per the resolution, Hanoi will now have 126 wards and communes, marking a significant reduction of 400 wards and communes from the current count.

As per the plan, Tay Tuu ward has been established by merging most of the natural area and population of Tay Tuu and Minh Khai wards (belonging to Bac Tu Liem district), along with a portion of Kim Chung commune (under Hoai Duc district). Post-reorganization, Tay Tuu ward spans an area of 7.54 square kilometers and is home to 39,436 residents.

The headquarters of the Tay Tuu Ward Party Committee, People’s Council, People’s Committee, Fatherland Front, and socio-political organizations is expected to be located at the current address of the Bac Tu Liem District Party Committee, People’s Council, and People’s Committee.

The Bac Tu Liem district headquarters, inaugurated in Q1/2021, boasts a construction area of 5,536 square meters. It comprises a basement, four floors, and a roof floor, totaling 24,149 square meters. With an investment of over VND 370 billion, the headquarters accommodates nearly 120 offices for over 40 units and nearly 700 employees.

However, following the reorganization, the Bac Tu Liem district administrative center will serve as the headquarters for Tay Tuu ward. According to the latest guidelines, the maximum number of staff in a ward-level unit in Hanoi, given its large population, should not exceed 50.

On the other hand, Dong Anh commune has been established by merging the entire natural area and population of Co Loa, Dong Hoi, and Mai Lam communes (under Dong Anh district). It also includes most of the area and population of Uy No, Viet Hung, Duc Tu, and Xuan Canh communes, along with a part of Vinh Ngoc, Tien Duong, Lien Ha, and Tam Xa communes (belonging to Dong Anh district). Post-reorganization, Dong Anh commune covers an area of 48.62 square kilometers and is home to 116,974 residents. The headquarters of the Dong Anh Commune Party Committee, People’s Council, People’s Committee, Fatherland Front, and socio-political organizations is expected to be located at the current address of the Dong Anh District Party Committee and People’s Council and People’s Committee.

According to the investigation by Tien Phong newspaper, the Dong Anh district administrative center is currently under construction on the site of the old headquarters, spanning an area of nearly 5 hectares in the territory of Dong Anh town and Uy No commune. The project has a total investment of over VND 530 billion.

The project’s centerpiece is the main building, which houses the district headquarters (District Party Committee, People’s Council, and People’s Committee). It comprises a basement, a ground floor, six floors, and a tum floor. To the left of the main building is the document receiving and returning area, renovated from the old District Party Committee headquarters.

Thus, upon completion and operation, the Dong Anh commune headquarters will be the project with the largest investment to date. For context, the recently inaugurated Cau Giay district headquarters in September 2024 had an investment of over VND 434 billion.
