The Binh Chanh District Tax Department (now the Binh Chanh District Tax Team), under the Area II Tax Department, has just issued an administrative sanction decision regarding invoices against the Management Board of Conic Southeast Asia Apartment Building (Phong Phu Ward, Binh Chanh District, Ho Chi Minh City).
Specifically, the Management Board of Conic Southeast Asia Apartment Building (term 2024-2027), with Ms. Phan Y Nhi as the Head and legal representative, was fined VND 119.8 billion for failing to issue invoices when selling goods and providing services to residents.
The aggravating circumstance is that the Management Board of this apartment building has violated multiple times.

In addition to the fine, the Binh Chanh District Tax Team forces the Management Board of Conic Southeast Asia Apartment Building to remedy the situation by re-issuing invoices and handing them over to the residents.
Conic Southeast Asia Apartment Building is located at Lot 13B, Conic Residential Area, Nguyen Van Linh Street, Phong Phu Ward, Binh Chanh District. The project is invested by Linh Phong – Conic Investment and Development Company Limited.
Conic Southeast Asia Apartment Building comprises three buildings with a total of 242 apartments. The apartments were handed over to buyers in 2006. The Management Board of Conic Southeast Asia Apartment Building, term 2024-2027, was recognized by the People’s Committee of Binh Chanh District according to a decision issued on November 15, 2024.
According to our understanding, the Management Board of Conic Southeast Asia Apartment Building has transformed from a “collecting and paying on behalf” model to a “self-collecting and self-paying” one. Meanwhile, the Management Board has provided services such as management, operation, and domestic water supply but failed to issue value-added tax invoices to residents as prescribed.
