The Government Office has just issued Document No. 3925/VPCP-CN dated May 7, 2025, conveying the opinions of Deputy Prime Minister Tran Hong Ha on the implementation of Component Project 1 of the Investment Project for the construction of the North-South Expressway, Western Section, Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) route.

Prime Minister Tran Hong Ha requested that the Ministry of Finance, the Ministry of Construction, and the People’s Committee of Binh Phuoc Province monitor and direct the implementation of the project to ensure efficiency and prevent corruption, negativity, and waste…; pay attention to ensuring quality and progress, and prevent cost overruns; determine reasonable toll fees, balancing the interests of the state, businesses, and people.

Component Project 1 of the Investment Project for the construction of the North-South Expressway, Western Section, Gia Nghia – Chon Thanh route starts at the intersection with Ho Chi Minh Road (National Highway 14) at about Km 1923+400, in Kien Thanh commune, Dak R’Lap district, Dak Nong province; the endpoint intersects with the Ho Chi Minh Road, Chon Thanh – Duc Hoa section, in Chon Thanh district, Binh Phuoc province.

The total length of the route under the Project is about 124.13 km, of which the section passing through Dak R’Lap district (Dak Nong province) is 23.10 km and Bu Dang, Dong Phu, Dong Xoai city, and Chon Thanh district (Binh Phuoc province) is 101.03 km.

According to the planning, the road has a scale of 6 lanes in the completed phase, with a road width of 32.25 m; the section through Dong Xoai city has a road width of 33 m; in the divided investment phase, the road will be invested with a scale of 4 complete lanes.

This is the most important component project of the entire project with a total investment of about 19,965 billion VND. Of which, state capital accounts for 6,842 billion VND from the source of increased central budget revenue in 2022. Capital mobilized by investors is about 12,134 billion VND (excluding loan interest of 989 billion VND).

The investor is a joint venture between Vingroup Group (code: VIC) and Vietnam Technological and Commercial Joint Stock Bank (Techcombank – code: TCB). The consulting and construction units are Vietnam Rubber Industry Group (code GVR), Becamex IDC (code BCM), and Becamex Binh Phuoc.

The project started construction in April 2025. The project aims to basically complete in 2026 and put into operation in 2027.

The road plays a role as a strategic connection, closely linking Binh Phuoc and Dak Nong provinces and many localities in the Central Highlands with Ho Chi Minh City – the country’s leading dynamic economic center.

The formation of the expressway will not only help expand the development space and create new growth momentum for both regions but also help to effectively exploit the land fund along the route. At the same time, the road will promote the development of tourism, processing industry, mineral exploitation, and key economic sectors, opening up opportunities for socio-economic breakthroughs in the Central Highlands and Southeast regions.

Once completed, the project will reduce travel time, logistics costs, promote trade and investment attraction, and contribute to ensuring national defense and security and enhancing regional connectivity towards sustainable development.
