On May 9th, the People’s Committee of Quang Tri province announced that they have issued a document to departments, sectors, and localities urging them to expedite the progress of the Basic Infrastructure for Inclusive Growth in Nghe An, Ha Tinh, Quang Binh, and Quang Tri provinces – Quang Tri Sub-project (BIIG2). This project is funded by an ADB loan.

Earlier in March, the ADB Country Director for Vietnam expressed concerns about the progress of the BIIG2 project in a letter to the People’s Committee of Quang Tri province. The ADB highlighted that among the sub-projects funded by ADB loans, five are at a very high risk of not being completed before the loan agreement ends on September 30th. ADB asserted that they will not accept any payments for expenses incurred after the loan period.

The five sub-projects at risk are: Hung Vuong Road connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone; Renovation of sidewalks along Hung Vuong Street in Dong Ha city; Connecting road from Cua Viet port to eastern communes of Trieu Phong and Hai Lang districts; Upgrading and renovating the Huong Tan – Huong Linh inter-communal road in Huong Hoa district; and Upgrading and renovating DT.579 road connecting to the Cam Lo – La Son expressway.

With limited time remaining to complete the ADB-funded sub-projects, the People’s Committee of Quang Tri province has urged local authorities and related units to promptly address bottlenecks, complete land clearance, allocate budget funds, approve construction designs, and implement investments according to the planned schedule.

The Management Authority for Construction Investment Projects of Quang Tri province has been assigned the full responsibility for managing and implementing the BIIG2 project. The total investment for this project is nearly $49 million, including over $33 million in ADB loans and over $15.5 million in counterpart funds.
