The Regional Tax Department Zone III has recently released a public announcement regarding tax-delinquent businesses in Quang Ninh Province. These businesses have violated the regulations stipulated in Point a, Clause 1, Article 100 of the Law on Tax Administration No. 38/2019/QH14 and Point g, Clause 1, Article 29 of Decree No. 126/2020/ND-CP dated October 19, 2020.
As of March 31, 2025, Quang Ninh Province has 848 businesses that owe taxes and other financial obligations to the state budget, totaling nearly VND 1,285.7 billion. This includes 838 businesses that have overdue taxes exceeding 90 days from the payment deadline, amounting to over VND 1,285.2 billion.

Leading this list is Quan Minh Limited Company, with tax arrears of nearly VND 338.6 billion. The company is known as the investor of the Ocean Park Van Don Urban Area project in Ha Long town, Van Don district. It is headquartered in Village 11, Ha Long town, Van Don district, Quang Ninh Province.
Following closely is Thong Nhat 508 Joint Stock Company, with debts of nearly VND 113.9 billion, and Cong Nghiep Tau Thuy Cai Lan One-Member Limited Liability Company, with debts of nearly VND 63.3 billion. These businesses have been repeatedly mentioned in Quang Ninh Province’s tax debt list.
Other notable debtors include Tan Lap Trading and Services Limited Company (nearly VND 54.2 billion), Ha Long Group Joint Stock Company (nearly VND 41.2 billion), Xuan Lam Group Joint Stock Company (nearly VND 33.3 billion), and Hong Nguyen Group Joint Stock Company, paying taxes on behalf of foreign contractors (over VND 30.8 billion), among others.
Additionally, there are several other businesses with tax debts ranging from VND 10 billion to VND 20 billion, such as Kim Son Building Materials Production Joint Stock Company and Dong Thang Long Vietnam International Limited Company.
According to the list provided by the Zone III Tax Department, there are also 10 entities that have exceeded the time limit for complying with administrative decisions on tax management, with a total amount of nearly VND 443.3 million.
