From April 15 to May 10, 2025, the Road Police Team No.6 conducted a situation review and deployed forces along routes with potential violations. They focused on inspecting and handling self-assembled three and four-wheeled vehicles, and motorcycles towing other vehicles or objects. As a result, the authorities temporarily confiscated six self-assembled three-wheeled vehicles and handled 35 cases of motorcycles carrying oversized cargo or towing other vehicles/objects. Fines totaling nearly VND 250 million have been issued.
On May 9, at around 10:10 am, the team discovered Mr. T.T.H. (born in 1978, from Giao Thuy district, Nam Dinh province) driving a self-assembled three-wheeled vehicle on the Thang Long Boulevard. The authorities proceeded to confiscate the vehicle and are preparing a proposal for competent authorities to issue a confiscation decision.

Later that day, at approximately 4:00 pm, the patrol team spotted a motorcycle towing a self-assembled vehicle carrying a steel bundle measuring about 11.7 meters in length and weighing over 600kg on Cau Dien Street, Minh Khai ward, Bac Tu Liem district. The driver, Mr. Tran Huu H. (born in 1979, from Tuyen Quang province), was issued an administrative violation notice, and the vehicle was temporarily confiscated. The authorities also instructed the violator to unload the cargo to ensure safety.
Captain Pham Van Chien, Head of Road Police Team No.6, stated that they would continue to intensify inspections and strictly handle the use of self-assembled vehicles, oversized cargo transportation, and towing of other vehicles or objects. Additionally, they will enhance communication and advocacy to discourage individuals and organizations from producing and using such vehicles, which pose a high risk to traffic safety.
The New Traffic Rules: From 2025, Disobeying Traffic Signals Will Lead to Both a Fine and License Points Deduction
The new decree 168/2024/ND-CP, effective from January 1, 2025, introduces a demerit point system for traffic violations. Drivers will face administrative penalties and have 2 to 10 points deducted from their driving licenses. Failure to obey traffic signals or the instructions of a traffic controller, as well as driving against the flow of traffic, will result in a 4-point deduction.
