The Ninh Binh – Hai Phong Expressway, including the sections passing through Nam Dinh and Thai Binh provinces, spans approximately 60.9 km. The stretch within Nam Dinh province is about 27.6 km long, while the portion in Thai Binh province measures around 33.3 km.

The project’s starting point is at Km19+300, located at the Dau River bridge in Nam Dinh, in Nghia Thai commune, Nghia Hung district, Nam Dinh province. It concludes at Km80+200, where the new National Highway 37 intersects with the coastal road in Thuy Trinh commune, Thai Thuy district, Thai Binh province.

Designed as a high-speed expressway with a velocity of 120 km/h, this route boasts four complete lanes and a road width of 24.75 meters. The project encompasses the construction of 23 bridges along the expressway and four overpasses, along with seven interconnected interchanges.

The public-private partnership project is authorized by the People’s Committee of Thai Binh province, with the investor being a joint venture between Geleximco, Vinaconex, Phuong Thanh Tranconsin, Nasco, and Hoang Cau IIC.

Strategically located in Nam Hung commune, Tien Hai district, Thai Binh province, Hung Phu Industrial Park spans 209.08 hectares and boasts a total investment of over VND 2,300 billion. The project is spearheaded by Geleximco Hung Phu Industrial Park Joint Stock Company, a subsidiary of the Geleximco Group. The park stands out for its remarkably swift site clearance, accomplished in just 55 days—the fastest in the country.

Hung Phu Industrial Park is envisioned as a multi-sectoral industrial zone that embraces modern technology. It will focus on industries such as mechanical engineering, automobile assembly, high-tech industries, processing industries, supporting industries, logistics warehousing services, and high-end construction materials.

The core project that will act as a catalyst for the industrial park is the GEL-O&J automobile manufacturing plant, occupying an area of approximately 800,000 m² in Lot CN2 of the Hung Phu Industrial Park. With a total investment of up to USD 800 million, the plant will produce premium vehicles under the Omoda & Jaecoo brands.

Upon completing Phase I in 2026, the factory will commence assembly of new energy vehicles (NEVs) under the strategic Omoda & Jaecoo brands, marking a long-term production orientation in Vietnam.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh hailed these two projects as significant contributions to Thai Binh province and the region. He emphasized their role in commemorating the 135th birthday of the beloved President Ho Chi Minh.

The Prime Minister recalled his initial working session with the authorities of Hai Phong, Thai Binh, Nam Dinh, and Ninh Binh at the beginning of his term. He identified transportation connectivity as a critical bottleneck and emphasized the need for an expressway connecting these four localities to border gates, airports, seaports, and the three northern growth poles of Hanoi, Quang Ninh, and Hai Phong. This strategic move is expected to catalyze the development of the regions.

According to the Prime Minister, road infrastructure is pivotal for industrial development and wealth creation. Among the provinces in the Red River Delta, Thai Binh has faced the most significant challenges regarding transportation. While the province has made strides in agricultural road development, with 1,182 km of new and upgraded roads completed since 2021, there is still a shortage of routes dedicated to industrial growth.

The Ninh Binh – Hai Phong Expressway project, spanning Nam Dinh and Thai Binh provinces, carries a substantial total investment and a lengthy toll collection period. To make this project a reality, various government agencies have worked diligently to address numerous challenges, including policy mechanisms, planning, project establishment and adjustment, appraisal, approval, investor selection, and capital arrangement.
