The People’s Committee of Binh Dinh province has recently sent an official dispatch to the Ministry of Finance regarding the commencement of the project “Construction of Runway 2 and Synchronized Works at Phu Cat Airport.
The project’s investment policy was approved on February 6th, and the local authorities have completed the feasibility study report. It is now undergoing an investment project appraisal by the Ministry of Construction, as per regulations.
The appraisal process is expected to be completed by May 19th. Based on this timeline, Binh Dinh plans to approve the investment project on May 22nd. Simultaneously, they will proceed with the construction design drawing and estimate documents, facilitating the process of selecting a construction contractor. The goal is to commence construction on August 19th.

The total investment for the project is VND 3,246 billion, including a construction cost of VND 1,560 billion and compensation and resettlement support costing over VND 1,000 billion. The funding source is from the state budget managed by Binh Dinh province, including central support and other legal sources. The investment is allocated in two phases: 2021-2025 and 2026-2030.
The project is set to be implemented in Phu Cat district and An Nhon town, with an expected completion date within the 2025-2028 period.
The project is on a grand scale, with the main item being the 3,048-meter-long and 45-meter-wide Runway 2, parallel to and 215 meters west of the existing Runway 1. Additionally, three connecting taxiways (170 meters long and 23 meters wide), two rapid exit taxiways, and a system of ring roads, technical corridors, signal lights, etc., will be constructed.
According to the People’s Committee of Binh Dinh province, Phu Cat Airport is currently utilizing a concrete runway that has been in operation for over 60 years, nearly three times its designed lifespan. The current structure does not meet safe exploitation requirements, as many concrete slabs have cracked, posing a potential risk of fragmentation and endangering flight safety.
However, repairing, renovating, and upgrading the runway would require closing the airport for an extended period (no less than six months). This would affect the combat readiness of military units and significantly impact the province’s tourism and socio-economic development.
Therefore, the Ministry of Construction, the Ministry of Defense, and the People’s Committee of Binh Dinh province agreed on the planning and investment in constructing Runway 2. This new infrastructure will not only ensure the safety and efficiency of civil aviation operations but also maintain the constant readiness of Runway 1 for national defense tasks.
On November 23, 2024, the Government issued a document agreeing to assign the People’s Committee of Binh Dinh province as the investment management unit for this important project.
