The road system connecting Dong Hoi city center to Dong Hoi Airport is the largest of the three inspected projects in terms of scale and investment capital. The project covers an area of 160,800 square meters and includes key components such as roads, drainage systems, sidewalks, greenery, and street lighting. With a total investment of 200 billion VND, the project utilizes medium-term public investment capital from the central budget for the 2021-2025 period.

DONG HOI CITY CENTER TO AIRPORT ROAD SYSTEM: SLOW DISBURSEMENT PROGRESS

The project, under the management of the People’s Committee of Dong Hoi city, is currently in the implementation phase but is facing slow disbursement. According to the Project Management Board’s report, the disbursement rate has only reached 37.5% so far.

The main cause of the delay is attributed to land clearance, which is encountering challenges due to land disputes among households. Inconsistencies in the land survey and retrieval process have significantly impacted construction progress. Additionally, unfavorable weather conditions have also set back the timeline.

At the site, Vice Chairman of the Quang Binh People’s Committee, Phan Phong Phu, urged the People’s Committee of Dong Hoi city and the Project Management Board for Investment Construction and Land Development Fund to be more determined in overcoming difficulties and accelerating land clearance. He emphasized that as the project utilizes central capital, it is crucial to ensure timely disbursement to avoid affecting capital allocation plans. The set deadline for completing land clearance is June 30, 2025.

To ensure close monitoring, the Vice Chairman instructed the Office of the Provincial People’s Committee to establish a channel for weekly progress reports directly to the provincial leaders.

BA DA VILLAGE BRIDGE PROJECT: NEARING COMPLETION

The Ba Da Village Bridge Project in Nghia Ninh ward, Dong Hoi city, has a total investment of 28 billion VND, funded by the medium-term public investment capital from the provincial budget for the 2021-2025 period. The People’s Committee of Dong Hoi city is also the investor for this project.

According to the Project Management Board’s report, the construction has reached about 85% of the contract value, and the progress is on track to meet the requirements. The bridge, once completed, will contribute to improving the transport infrastructure in the southwestern area of Dong Hoi city, facilitating travel, trade, and local socio-economic development.

However, during the site inspection, the Vice Chairman of the Provincial People’s Committee reminded the investor and contractors not to be complacent and to continue accelerating progress while ensuring the quality of the work. He also emphasized the importance of timely addressing any emerging issues to ensure the project’s completion as scheduled.

PHU HAI – LUONG NINH ROAD PROJECT: ENCOUNTERING POST-LAND CLEARANCE OBSTACLES

The Phu Hai (Dong Hoi city) – Luong Ninh (Quang Ninh district) road project has a total investment of 150 billion VND and is part of the BIIG2 Project’s Quang Binh sub-project. The plan is to complete the construction by September 2025.

Currently, the items related to the route, road foundation, and bridge have been basically completed. Land clearance has also achieved positive results, with an implemented area of 8.63 hectares, equivalent to 92.99%. However, the implementation process has faced challenges, especially in arranging resettlement land for households after land clearance.

Additionally, the project needs to adjust some compensation plans, treat weak foundations, and finalize related technical procedures, resulting in increased costs and extended completion time. These issues require close coordination between relevant parties for timely resolution.

At the meeting, the Vice Chairman of the Quang Binh People’s Committee requested proactive coordination from departments such as the Department of Natural Resources and Environment, the Department of Construction, the Department of Finance, and the People’s Committees of the localities where the road passes through. He also suggested that if there are issues beyond their authority, they should promptly consolidate and advise the Provincial People’s Committee for early resolution, ensuring the project’s timely completion.

These three projects play a crucial role in Quang Binh province’s strategy to develop transport infrastructure. Their synchronized and efficient implementation will not only improve inter-regional connectivity but also boost local economic growth, tourism, and services.

However, to achieve this goal, it is imperative to resolve land clearance obstacles, ensure the progress of public investment capital disbursement, and guarantee the quality of construction.
