On May 27, the People’s Committee of Binh Phuoc Province, stated that they have requested the Provincial Project Management Unit to report on the controversy surrounding Son Hai Group’s protest against the selection of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway contractor (in the section passing through Binh Phuoc Province) which allegedly violated regulations and caused a loss of nearly VND 150 billion to the state.

Mr. Dinh Tien Hai, Director of the Binh Phuoc Provincial Project Management Unit, confirmed to the Laborer Newspaper correspondents that the unit had reported on the process of selecting the contractor for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, in the section passing through Binh Phuoc Province, to the People’s Committee of Binh Phuoc Province.

“Currently, the unit is waiting for directions and handling instructions from the Provincial People’s Committee,” said Mr. Dinh Tien Hai.

According to the report from the Binh Phuoc Provincial Project Management Unit, the plan for selecting the contractor was approved in Decision No. 233/QD-UBND dated February 11, 2025. The bidding documents were approved in Decision No. 42/QD-BQLDA dated February 21, 2025, and the adjusted Decision No. 48/QD-BQLDA dated March 5, 2025.

Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Project Perspective

The construction package for the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway (in the section passing through Binh Phuoc Province) was open to competitive bidding. The consultant in charge of preparing the bidding documents and evaluating the bids was Van Phu Joint Stock Company, and the evaluation team was established by the consulting unit.

On February 24, the Binh Phuoc Provincial Project Management Unit approved the bidding documents for the construction of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway, in the section passing through Binh Phuoc Province, on the National Bidding Network as per Decision No. E 2500057961_2502242347 dated February 24, 2025, and the amended approval in Decision No. E2500057961_2503061019 dated March 6, 2025. The bidding documents were issued on the National Bidding Network from the date of approval.

On March 17, the bids were opened online with the participation of five bidders: Son Hai Group Joint Stock Company; Cienco4 Joint Stock Company; IB2500057961 Consortium (Dong Thuan Ha Joint Stock Company, Deo Ca Construction Joint Stock Company, and Hai Dang Joint Stock Company); Binh Phuoc Consortium (Ha Tang Dai Phong Joint Stock Company, Vietnam Export-Import and Construction Corporation, and Co Khi Dien Lu Gia Joint Stock Company); and HCM-TDM-CT Consortium (Truong Son Construction Corporation and NTV Thanh Phat Trading Construction Services Company Limited).

The evaluation of the bidding documents was carried out in accordance with the regulations and was addressed in the documents of the Bidding Management Department, the Economics and Investment Management Department, and the Vietnam Register.

On May 6, the evaluation team submitted their report on the National Bidding Network. The winning bidder for the construction package of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway (in the section passing through Binh Phuoc Province) was the HCM – TDM – CT Consortium (consisting of Truong Son Construction Corporation and NTV Thanh Phat Trading Construction Services Company Limited).

According to our findings, Truong Son Construction Corporation is currently working on several key projects, including packages on the North-South Expressway, two component projects of the Bien Hoa – Vung Tau Expressway, Ho Chi Minh City Ring Road 3, and the Tuyen Quang – Ha Giang Expressway. Meanwhile, NTV Thanh Phat Trading Construction Services Company Limited was established in 2010 and is headquartered in Dong Nai Province. As of July 2024, the company had a chartered capital of VND 56 billion.

The Binh Phuoc Provincial Project Management Unit affirmed that they had not received any complaints or reports regarding the contractor selection process from Son Hai Group Joint Stock Company and only became aware of this information through social media.

“The results of the contractor selection have been announced on the National Bidding Network, along with the evaluation team’s comprehensive report,” stated the Binh Phuoc Provincial Project Management Unit.
