
The People’s Committee of Dong Nai province has issued Decision No. 1746/QD-UBND approving adjustments to the detailed planning at a scale of 1/5000 for sub-area C4 under the master plan of Bien Hoa city. The scope of the adjustment covers Long Hung commune and a part of Tam Phuoc ward in Bien Hoa city.
According to the decision, the projected population of sub-area C4 is adjusted to 140,000 people, a reduction from the previously approved planning of 140,000-190,000 people in 2016. Consequently, several technical indicators and land-use functions within the area have been modified to align with the province’s urban development orientation.
This decision takes effect from the date of signing (May 29, 2025) and serves as the legal basis for relevant authorities and investors to proceed with the next steps in the urban development process for sub-area C4. Matters not covered by this decision shall continue to be implemented according to Decision No. 2916/QD-UBND dated September 12, 2016, of the People’s Committee of Dong Nai province.
Following the adjustments, the total area of the sub-area remains unchanged at 1,500 hectares, with land for housing accounting for approximately 60.87% (nearly 911 hectares), urban public service land at 11.54%, green space at about 12.34%, and urban transportation land exceeding 15%.
For the Aquacity urban area developed by Novaland (HoSE: NVL), the new planning adjusts land for high-rise residences to low-rise housing. Additionally, there are adjustments to the width of the riverbank land, commercial service land, green space, residential land, technical infrastructure land, healthcare land, commercial service land, and green space for residential areas.
Another Novaland project, the Cu Lao Phuoc Hung urban area also undergoes significant adjustments. The new planning adds two locations for high-rise social housing, modifies the direction of the bridge to Cu Lao Phuoc Hung, adjusts high-rise residential land to low-rise, revises technical infrastructure land, and introduces a new lake for landscape and regulation.
Furthermore, the Long Hung residential area project involves adjustments to technical infrastructure land, with an increase in the number of stories for plots A-OCT-12, 13, and 15 from 15 to 25 stories.
