There are localities with 0% road maintenance capital disbursement
Specifically: Road Management Unit III has only reached nearly 14%, Road Management Unit IV has achieved over 16%. Gia Lai Department of Construction has achieved over 28%, Dak Lak Department of Construction has reached nearly 4%, Dak Nong Department of Construction has reached nearly 4%, Lam Dong Department of Construction has reached nearly 3%, Binh Phuoc Department of Construction has achieved 0.25%, Tay Ninh Department of Construction has reached nearly 3%, and Ba Ria-Vung Tau Department of Construction has reached 0%.
To disburse all allocated capital and maximize the efficiency of the capital, the Vietnam Road Administration requests the above units to speed up the process of contractor selection and construction to ensure full disbursement of the allocated capital for the projects under the 2025 road maintenance plan approved by the Ministry of Construction and the Vietnam Road Administration.
The agency also requested that investors prepare a plan and commitment for capital disbursement for the last six months of 2025 and report to the Vietnam Road Administration before May 30, 2025.
Regarding the additional works for the 2025 Road Maintenance Plan, the Vietnam Road Administration requested the units to complete the preparation and approval of the technical-economic reports before May 30, 2025, to proceed with the adjustment and supplementation of the maintenance plan and the 2025 cost estimate as a basis for implementation.
The Vietnam Road Administration will consider holding accountable the investors, agencies, units, and individuals involved in the implementation of the 2025 maintenance plan that is behind schedule.
Cut capital from projects with slow disbursement
For the Departments of Construction, the Vietnam Road Administration will report to the Ministry of Construction and send a written request to the Provincial People’s Committees to consider evaluating the task completion of these units. For the Road Management Units, there will be a transfer of investment management tasks and an evaluation of task completion for related individuals and collectives.
“After May 30, 2025, the Vietnam Road Administration will report to the competent authorities to adjust the maintenance plan and the 2025 cost estimate, cutting capital from projects that are behind schedule (due to subjective reasons) to reallocate to projects with high demand and high disbursement capacity,” said the Vietnam Road Administration.
Previously, on April 14, the Vietnam Road Administration criticized two Road Management Units and 34 Departments of Construction for delays in carrying out the 2025 road maintenance plan.
These included Road Management Units I and II, and the Departments of Construction of the following provinces: Hoa Binh, Son La, Dien Bien, Yen Bai, Phu Tho, Vinh Phuc, Tuyen Quang, Ha Giang, Cao Bang, Bac Kan, Quang Ninh, Lang Son, Bac Ninh, Bac Giang, Hai Duong, Nam Dinh, Ninh Binh, Thanh Hoa, Thua Thien-Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Dak Lak, Dak Nong, Lam Dong, Ninh Thuan, Ba Ria-Vung Tau, Binh Phuoc, Kien Giang, Hau Giang, An Giang, and Tay Ninh.
The main reason for the delay was the slow progress in completing the construction design drawings and the slow implementation of the construction package bidding for 1-step design projects, as well as the lack of updates on the disbursement software.
Currently, 97 out of 201 projects with a 2-step design have not approved construction drawings, and 341 out of 394 projects have not completed the selection of construction contractors. Disbursement progress is still very low, with an estimated disbursement of only 4.64% of the allocated budget by the end of March.
In 2025, the Vietnam Road Administration was allocated over VND 12,000 billion in road maintenance capital to manage and maintain more than 26,000 km of national highways and expressways. From the beginning of the year, the Administration has focused on urging units to accelerate progress to ensure that disbursement for the whole year reaches over 95% of the planned capital. Along with this, there has been a strong and thorough renewal in the management of periodic road repair projects, with the Administration no longer acting as the investor for these projects (this task has been assigned to the Road Management Units) to focus on state management. The Vietnam Road Administration also exercises the rights and responsibilities of the investment decision-maker, strengthens inspection and supervision of the subjects in project implementation, adjusts the tasks of consulting and approving projects, and manages quality and bidding among consulting agencies to ensure unified and clear implementation. |
