On May 27 afternoon, the Investigation Police Agency of Binh Thuan Provincial Public Security announced that they had temporarily detained Phan Thi Mai Huong (born 1981, residing in Bac Binh district) and Nguyen Thi Thu Hong (born 1989, residing in Ham Thuan Nam district) for their involvement in public disorder and intentional injury, according to Binh Thuan Newspaper.

According to the case file, in September 1998, the People’s Committee of Binh Thuan province issued a decision to revoke 319.6 hectares of barren land with bushes, wasteland, and infertile soil managed by the Le Forest Management Board and temporarily handed it over to a forestry company for production forest planting. The land is currently managed by the Bac Binh Thuan Forestry Enterprise.

However, many locals believed that the Bac Binh Thuan Forestry Enterprise had encroached upon their land, leading to frequent conflicts.

On the afternoon of May 21, 2025, three men hired two tractors to plow the land in the aforementioned area. The directors of the enterprise instructed their security guards to go to the scene to stop them. A conflict arose between the security guards and the men, during which approximately ten locals gathered at the site, including Phan Thi Mai Huong.

During the scuffle, Huong picked up a piece of wood and hit a 38-year-old male employee of the enterprise on the head, injuring him. The group then left the scene, and the injured employee was taken to the Bac Binh Thuan General Hospital for emergency treatment.

At around 8 a.m. the next day (May 22), the aforementioned group, along with about 20 other people, returned to the area where eucalyptus trees were being planted and attempted to prevent the Bac Binh Thuan Forestry Enterprise from continuing their planting activities.

The directors of the enterprise sent about 20 employees to handle the situation, which resulted in further scuffles and physical altercations.

Several employees and locals sustained minor injuries as a result.

After gathering sufficient evidence, the Binh Thuan Public Security arrested Phan Thi Mai Huong for intentional injury.

Notably, Nguyen Thi Thu Hong was present during the incidents and Huong’s temporary detention. Hong continuously filmed and photographed the events and sent messages and made phone calls to provincial leaders and the Binh Thuan Public Security, challenging them and claiming that the arrest was illegal. Hong even incited and gathered a crowd to gather at the police headquarters, demanding Huong’s release.

It is worth noting that Nguyen Thi Thu Hong often claimed to be a lawyer, and many locals had signed authorization contracts with her to file land-related complaints in this area. However, Hong is not a lawyer.

The case is currently under further investigation.
