On June 9th, the Hanoi People’s Committee issued a document to enhance land management, urban management, and construction order in the city.
Accordingly, to meet the requirements of the Municipal Party Committee’s Standing Board, the People’s Committee directed the districts, counties, and towns to focus on directing the serious implementation of socio-economic development tasks while maintaining administrative discipline and ensuring no interruptions in the operations of agencies and units or affecting the rights and interests of citizens and enterprises.
Especially, land, environment, public investment, and construction management need to be prioritized and made more effective. Strengthening discipline and improving the efficiency of urban management; intensifying inspection and examination of violations related to land, environment, and construction laws, preventing the exploitation of organizational and administrative changes to commit violations.

The Hanoi People’s Committee assigned the Department of Agriculture and Environment and the Department of Construction to strengthen inspection and examination and guide the People’s Committees at all levels to detect and strictly handle violations of land, environmental, and construction laws.
At the same time, these agencies need to proactively research, advise, and build legal documents to regulate and ensure uninterrupted implementation of related policies.
The two departments are also requested to review and propose coordination regulations and mechanisms between departments, branches, and People’s Committees at the communal level in land, environmental, and construction management, ensuring clear division and delegation of tasks, strengthening personal and collective responsibility in state management.
Hanoi requests the municipal inspectorate to proactively build inspection plans to detect and handle organizations and individuals violating land and construction management laws… and report on the results and handling measures by July 15, 2025.
The municipal police are assigned to coordinate with agencies and units to grasp the situation and handle violations of laws related to land, environment, and construction, especially in high-risk areas, border areas, and places where there are signs of lax management…
