The management representative of the Discovery Complex project, a high-end commercial,
office, and residential complex located at 302 Cau Giay, Dich Vong Ward,
Cau Giay District, reported to Tien Phong newspaper that the Fire
Prevention, Fighting, and Control Police of Hanoi had recently conducted an
inspection of the building’s fire safety measures and ordered the
investor to halt all production, business, and usage activities in the
commercial center area (from floors 1 to 9) and office areas in Tower A
(from floors 10 to 43) in accordance with the previous suspension
decision made by the Cau Giay District Police.

However, according to the management representative, up to this point, a
portion of this area still has shops, eateries, and a movie theater
blatantly disregarding the suspension order, posing potential fire
safety risks.

According to the inspection report, at the time of the inspection, the
commercial center area (from floors 1 to 9) and Tower A (from floors 10
to 43) of the Discovery Complex project had been suspended in accordance
with Decision No. 164 dated December 27, 2022, of the Cau Giay District
Police. However, some areas were still operational, including parts of
the G floor, and floors 1, 8, and 9.

To ensure fire safety for the premises, the inspection team requested that
the Cau Giay Commercial Service Trading Investment Joint Stock Company
(the investor) strictly comply with fire prevention, fighting, and
control regulations and fully adhere to Decision No. 164 of the Cau Giay
District Police regarding the suspension of operations in the commercial
center area (from floors 1 to 9) and Tower A (from floors 10 to 43). The
company was also instructed to put an end to the violation of “failure
to comply with the suspension decision as stipulated by fire prevention
and control laws and regulations” at the Discovery Complex project.

As observed by our reporters, after the inspection, a portion of the
commercial center area (from floors 1 to 9) of the Discovery Complex
project continued to be utilized by restaurants, eateries, and a movie
theater. Despite the authorities’ suspension order, the Cuu Van Long
restaurant on the 6th floor remained in operation, as seen in the
photo.

Inside the Cuu Van Long restaurant, dozens of customers were dining,
presenting a potential fire hazard.

On the 7th floor, a sports and gym facility was also in operation.

Floors 8 and 9 were being used as a movie theater.

Several premises in the commercial center area of the Discovery Complex
project were left vacant as shops moved out due to non-compliance with
fire safety standards.

In relation to this project, in April 2025, residents of Discovery Complex
who had received their homes in 2018 but had not been granted property
ownership certificates after 7 years, staged a protest by lining up
dozens of cars with banners demanding their rights.
