Although the majority of the construction area has been handed over, over 22,000 square meters of land in the An Phu urban area (Thu Duc City) remain unresolved, causing significant delays to two key transportation projects: the An Phu intersection and the Luong Dinh Cua Road.

The biggest bottleneck is the 22,012 square meter area within the An Phu residential area, which falls within the boundaries of the An Phu intersection and has yet to be cleared.
According to the People’s Committee of Thu Duc City, the land clearance work related to the Luong Dinh Cua Road and An Phu intersection projects has been basically completed in most areas. Specifically, the area under the management of the Thu Duc City Project Management Unit has completed the retrieval of all 154 dossiers, equivalent to 15,695 square meters of land within the road boundary of Luong Dinh Cua Road.
In addition, 150 dossiers related to urban development projects that overlap with this road have also been handed over by investors, with a total area of over 40,000 square meters.
However, the most significant bottleneck at present is the 22,012 square meter area within the An Phu residential area, which falls within the boundaries of the An Phu intersection and remains uncleared. This area is also crucial for the implementation of the remaining components of both projects.
The An Phu intersection project has a total investment of over VND 3,400 billion and is designed with three layers, including an underground tunnel, an overpass, and a road. Upon completion, the structure will connect important transport routes such as the Ho Chi Minh City-Long Thanh-Dau Giay Expressway, Mai Chi Tho Road, Nguyen Thi Dinh Road, and Luong Dinh Cua Road, helping to reduce congestion in the eastern gateway of the city.
Regarding the Luong Dinh Cua Road expansion project, one side of the road has been completed. The remaining section, from Nguyen Hoang Street to the An Phu intersection, is awaiting land clearance. The investor has formulated a plan to retrieve the 22,000 square meter land and submitted it to the competent authorities for consideration.

“At a recent meeting, the Ho Chi Minh City People’s Committee directed the Department of Agriculture and Rural Development and the Department of Finance to coordinate with Thu Duc City, and within one month, there must be a plan to definitively handle the land issue. If the site is handed over soon, we will proceed with the construction of the overpass and complete the Luong Dinh Cua Road in the shortest time possible,” said Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Management Authority for Transportation Works Construction.
Ho Chi Minh City is currently accelerating the progress of key projects, among which the An Phu intersection is considered one of the urgent projects to be completed in 2025 as planned. The delay in clearing the remaining land poses a risk to the overall construction schedule.
HC1 Tunnel at An Phu Intersection to Open at the End of June
According to the Ho Chi Minh City Management Authority for Transportation Works Construction, the HC1 tunnel at the An Phu intersection (Thu Duc City) will be opened to traffic on June 30, 2025, instead of April 29 as initially planned.
The delay is due to the additional time required to complete the pumping station for the tunnel. The complex geological conditions and high groundwater levels prolonged the technical processing.
The Transportation Authority pledged to expedite the progress while minimizing disruptions to the public. In the second and third quarters of 2025, Ho Chi Minh City will also commence several key transportation projects, including Rach Tom Bridge, Ong Nhieu Bridge, Kenh Ngang No. 1 Bridge, Nga Tu Dinh Intersection, Ring Road No. 2, Nguyen Khoai Bridge, and the expansion of Ho Chi Minh City-Long Thanh-Dau Giay Expressway and Ho Chi Minh City-Moc Bai Highway.
