In the afternoon of June 18th, the People’s Committee of Binh Duong province organized a groundbreaking ceremony for the Ho Chi Minh City Ring Road 4 project section in the province. Deputy Prime Minister Mai Van Chinh attended the ceremony.

The project to build the Ho Chi Minh City Ring Road 4 through Binh Duong province, with a length of nearly 48km, is implemented in the form of Build-Operate-Transfer (BOT). It passes through Tan Uyen city, Ben Cat city, and Bac Tan Uyen district.

The total investment for the project is VND 11,743 billion, mobilized from owner’s equity, loans, and other legal capital sources. The preparation and construction time is 26 months from the effective date of the project contract.

The investor who won the bid for the project is the Joint Stock Company of Industrial Investment and Development (Becamex IDC), Infrastructure Development Joint Stock Company (Becamex IJC), and Deo Ca Group Joint Stock Company.

In the first phase, the project will have four lanes and an emergency lane, designed for a speed of 100km/h.

Speaking at the ceremony, Deputy Prime Minister Mai Van Chinh emphasized the importance of the Ho Chi Minh City Ring Road 4, which is over 200km long and passes through the provinces of Long An, Binh Duong, Dong Nai, and Ba Ria-Vung Tau. He highlighted its role in regional connectivity and creating a new development momentum, forming an efficient chain of industries, urban areas, services, and logistics.

Therefore, the Deputy Prime Minister requested that Long An, Dong Nai, and Ba Ria-Vung Tau provinces urgently carry out investment procedures after the National Assembly approves the policy, aiming to commence the construction of component projects in early 2026.

Regarding the section in Binh Duong province, although the construction has started, the Deputy Prime Minister requested that the current People’s Committee of Binh Duong province and the People’s Committee of Ho Chi Minh City (after July 1st) must strongly direct the investor, supervision consultant, and contractors to promote the highest sense of responsibility in implementing the projects, ensuring progress, quality, safety, and technical and artistic standards. He also emphasized absolute compliance with technical requirements and legal regulations, preventing corruption, waste, and negativity.

The Deputy Prime Minister stressed that investing in transportation infrastructure is not only the task of a single ministry, sector, or locality, but a political task of localities and ministries for their practical benefits and those of the country. This will create momentum, strength, and trust as we step into a new era of prosperous, civilized, and prosperous national development.
