On June 18, according to information from the Quang Ngai Provincial Police, the Provincial Economic Police Department has issued decisions to prosecute and prohibit from leaving the residence and temporarily suspend the exit from Vietnam for Ngo Duc Vi (born in 1973, residing in My Khanh village, Thang Loi commune, Mo Duc district, and Director of Cong Thanh Construction and Consulting Co., Ltd.) and Huynh Cong Danh (born in 1985, residing in Phuoc Duc village, Duc Phu commune, Mo Duc district, and Director of Thanh Cong Construction and Trading Co., Ltd.).

The two defendants were charged with “Violation of regulations on investment in construction works, causing serious consequences.” The decisions to prosecute, the residence prohibition orders, and the temporary exit suspension decisions have been approved by the Quang Ngai Provincial People’s Procuracy.
According to the Quang Ngai Provincial Police, this is a result of expanding the investigation of the case of “Violation of regulations on investment in construction works, causing serious consequences” and “Negligence of duty, causing serious consequences” that occurred at the Duong Xa road project along the coastal service area of Trung Duong – Duc Loi Border Gate in Mo Duc district.
Previously, in April 2024, the Quang Ngai Provincial Inspectorate concluded that relevant units deliberately made incorrect estimates, performed construction, and falsified acceptance reports for the Duong Xa road project.
The 1.7-km-long road is part of the national target program for new rural development in Quang Ngai province, with a total investment of VND 3.8 billion. The project was implemented by the Program Management Board for National Target Program for New Rural Development in Duc Loi commune, with a construction period from March 28, 2019, to November 30, 2019.
The consulting and construction unit, Cong Thanh Construction and Consulting Co., Ltd., intentionally violated regulations to appropriate more than VND 985 million by submitting untruthful bidding documents, falsifying construction volume acceptance, and not considering the actual construction volume.
The construction supervision unit, Thanh Cong Construction and Trading Co., Ltd., did not meet the conditions to supervise the construction and tried to circumvent the law by using a person with a “chief supervisor certificate” as a nominal leader to win the contract. This led to the acceptance and final settlement of construction volumes that had not actually been implemented, causing a loss of more than VND 1 billion to the state budget.
On September 27, 2024, the Quang Ngai Provincial Police prosecuted Mr. Le Minh Viet, Chairman of the People’s Committee of Duc Loi commune and Head of the Program Management Board for National Target Program for New Rural Development in Duc Loi commune, for “Violation of regulations on investment in construction works, causing serious consequences.” The authorities also prosecuted two other defendants, Pham Ngoc Han – Director of Thien An Construction Consulting Co., Ltd., and Ngo Duc Vien – former Deputy Director of Cong Thanh Construction and Consulting Co., Ltd., for the same offense.
Do Nhuan, former specialist of the People’s Council and People’s Committee of Mo Duc district and former specialist of the Economic Infrastructure Department of Mo Duc district, was also prosecuted for “Negligence of duty, causing serious consequences.”
