On June 18th, the People’s Committees of Dak Lak and Phu Yen provinces proposed to the Prime Minister a project to invest in the construction of a new expressway connecting the two provinces through a public-private partnership (PPP).
The expressway will be approximately 122km long, linking the North-South Expressway in the East to National Highway 14. The starting point will be at Bai Goc Port in Phu Yen, and the endpoint will be at Dak Rue Border Gate in Dak Lak.
Designed for a speed of 100km/h, the expressway will feature four lanes. The total investment for the project is estimated at VND 29,650 billion. The total land area within the road boundary is nearly 990 hectares.

This expressway is considered an essential part of the CT.23 expressway, playing a strategic role in connecting economic and political centers, as well as industrial parks in the region.
In their proposal, the two provinces requested the government to allow adjustments to the investment process to complete the project before 2030.
The project will be implemented through a Build-Operate-Transfer (BOT) contract, with the involvement of state capital. The People’s Committees of Phu Yen and Dak Lak provinces will be the authorized agencies for this project.
According to the plan, the investment preparation will take place from 2025 to 2026, and construction will commence from 2026 to 2029.
Currently, Dak Lak and Phu Yen are connected by National Highway 29.
According to the leaders of the two provinces, the Phu Yen-Dak Lak Expressway will open up new development opportunities. It is expected to improve traffic capacity, reduce logistics costs, and attract investment, thereby boosting socio-economic development in the Central Highlands and Central Coastal regions.
This proposal comes as Dak Lak and Phu Yen officially merge to form the new Dak Lak province. With a natural area of over 18,000 square kilometers and a population of over 3.3 million, the new province will have a strategic location, bordering many provinces and countries.
The authorities of the two provinces are expediting the completion of tasks related to the merger, following the directives and timeline set by the Central Government. This will facilitate the synchronized development of transportation infrastructure and other socio-economic tasks.
Currently, National Highway 29, which is over 290 kilometers long, connects Phu Yen and Dak Lak, linking the Central Coastal region with the Central Highlands and border gates in the Cambodia-Laos-Vietnam development triangle. However, due to the deterioration and narrowness of some sections, the two provinces have also proposed to the Central Government for an upgrade.
The Highway Project in Dak Lak at Risk of Delay Despite Prime Minister’s Directive
