Prime Minister Pham Minh Chinh has recently issued Official Dispatch No. 90/CD-TTg on June 17, 2025, directing ministries, sectors, and localities to ensure the smooth and uninterrupted implementation of administrative procedures during the reorganization of administrative units and the deployment of the two-level local government model.

Regarding the announcement and disclosure of administrative procedures, the Prime Minister directed ministers, heads of ministerial agencies, and provincial/city People’s Committees to promptly complete the disclosure of the list and update the administrative procedures (APs) that have been decentralized, delegated, or assigned to the National Database on APs.
The Prime Minister instructed the leaders of ministries and sectors to develop and publicly disclose the APs stipulated in the circulars to serve as a basis for local implementation.
The provincial/city People’s Committees are assigned to adjust internal processes, electronic processes, and online public services to ensure the smooth and effective implementation of APs without interruption starting July 1. They are also responsible for disclosing the address and list of APs received and returned at the provincial and communal public administrative service centers and establishing and disclosing the hotline of the provincial public administrative service center and the People’s Committee at the communal level.
In terms of receiving and processing APs, the Prime Minister requested that ministries, sectors, and localities inspect and reorganize the provincial and communal public administrative service centers regarding personnel, infrastructure, equipment, and regulations to maximize convenience for citizens and businesses.
The Head of the Government also emphasized the requirement to complete 100% of administrative procedures independent of administrative boundaries within the provincial scope and ensure that 100% of APs related to businesses are conducted online seamlessly, effectively, and with minimal paperwork by the end of 2025.
According to the Official Dispatch, all online public services on the National Public Service Portal will be integrated and provided before June 20, and any technical issues must be resolved by June 25.
The Prime Minister also directed the timely upgrade and improvement of the provincial-level administrative procedure handling information system to ensure data inheritance, security, and continuity in receiving and handling APs.
Provinces and centrally-run cities that are subject to merger are requested to proactively evaluate and unanimously choose one provincial-level administrative procedure handling information system for upgrading and improvement.
The leaders of ministries and sectors are also assigned to inspect and upgrade information systems and databases related to administrative units, including those for population, electronic household registration, taxation, state treasury, social insurance, criminal records, driver’s license replacement, businesses, and business households.
Additionally, the Prime Minister requested that leaders of information technology corporations such as VNPT, Viettel, MobiFone, and FPT provide support in upgrading, configuring, and modifying information systems and databases to ensure stable and smooth operations, serving citizens and businesses from July 1.
