The Ho Chi Minh City Urban Infrastructure Investment Project Management Unit (known as the Urban Infrastructure Unit, or UIU, and the investor) has recently reported to the People’s Committee of Ho Chi Minh City on the progress of the project to upgrade and build infrastructure along the Tham Luong – Ben Cat – Rach Nuoc Len canal.
According to the UIU, the construction progress of the canal improvement project is currently at approximately 49.43% of the total volume. A section of the road along the canal, spanning over 4 kilometers and passing through Districts 12, Go Vap, and Binh Tan, was opened to traffic on April 29, 2025.
However, many items are still behind schedule compared to the initial plan, facing numerous obstacles and bottlenecks that need to be addressed. One of the main reasons for this delay is attributed to the inadequate construction capabilities of some contractors, despite repeated urgings and reminders. As a consequence, the UIU has been compelled to impose penalties for contract violations.

Specifically, Hai Dang Joint Stock Company, the contractor for packages XL-03, XL-04, and XL-05, has been fined over VND 681 million for failing to meet technical requirements. Similarly, Hoang Ngan Construction and Transport Joint Stock Company was fined nearly VND 32 million for not fulfilling the requirements of package XL-05.
Several other contractors have also received warnings and contract violation notices due to delays, including: Traffic Works Joint Stock Company and Hai Duong Dyke Construction and Rural Development Joint Stock Company (package XL-01), Thoi Binh Trading and Construction Joint Stock Company (packages XL-01 and XL-03), Investment 559 Joint Stock Company and Construction 201 Joint Stock Company (package XL-09), Saigon Transportation Works Joint Stock Company and Seafood Installation Joint Stock Company (package XL-01).
In addition to construction challenges, the project faces hurdles related to land clearance. Currently, 15 cases remain unresolved, comprising one case in Binh Thanh District, 13 in Binh Tan District, and one in Binh Chanh District. Moreover, the low-voltage and medium-voltage power systems, substations, and telecommunication cables along the canal have not yet been relocated, hindering construction progress and compromising the safety of the project.
Regarding investment capital, the project was allocated a disbursement plan of VND 3,567 billion for the year 2025. However, up to the present, the investor has only disbursed nearly VND 164 billion, indicating significant pressure on the progress of the project.
The project to improve the environment and build infrastructure along the Tham Luong – Ben Cat – Rach Nuoc Len canal was inaugurated in February 2023, with an initial investment of VND 8,200 billion, later adjusted to over VND 9,000 billion.
The canal, spanning almost 32 kilometers, is the longest in Ho Chi Minh City, traversing seven districts and counties: District 12, Tan Phu, Tan Binh, Go Vap, Binh Thanh, Binh Tan, and Binh Chanh.
The main items of the project include: construction of concrete embankments along both sides of the canal, dredging of the canal, building of parallel roads with a width of 7-12 meters, installation of drainage, lighting, and greenery; construction of 19 drainage pipes, 12 boat docks, and 3 overpasses.
