On June 17th, the Investigation Agency of Ninh Binh Provincial Police announced that they have issued a decision to initiate a criminal case and prosecute Tran Dai Phuc and Le Van Hai for “Trading in counterfeit food products.”

Simultaneously, they executed search warrants at the suspects’ residences and workplaces and arrested and detained both individuals.

As a result of their investigations, the Economic Police discovered that the owner of the TikTok account “Hai Sen Family,” Le Van Hai, aged 29, a resident of Nho Quan district and a founding member of Hai Be Company, frequently posted videos selling cosmetics and health supplements, including the health protection food product “Hai Be Appetite Syrup.”

Upon inspecting Hai Be Company, directed by Tran Dai Phuc, aged 35, a resident of Giao Thuy district, and with Le Van Hai as a founding member, the police discovered and confiscated a large number of cosmetic and health supplement products without proper invoices and documents to prove their origin.

During the investigation, it was initially determined that, from 2024 up until the present, Hai Be Company has sold over 800,000 products through social media channels such as Tiktok shop, Facebook, and Shopee, with the “Hai Be Appetite Syrup” accounting for more than 100,000 boxes sold.

The quality assessment results of “Hai Be Appetite Syrup” revealed that the levels of Vitamin A, Calcium, and Vitamin C (the key ingredients responsible for the product’s efficacy) were less than 70% of the declared amount. According to Decree No. 98/2020 of the Government, the health protection food product “Hai Be Appetite Syrup” is considered counterfeit.

The Investigation Agency of Ninh Binh Provincial Police is continuing to investigate and expand the case for further handling in accordance with the law.
