The Ministry of Public Security is looking for victims in a case related to “Shark Thuy”
The Police Department for Investigation of Crimes of Corruption, Economy, and Smuggling under the Ministry of Public Security (Economic Police Department) is investigating a case of “fraudulent appropriation of property, bribery, and accepting bribes” that occurred at Egroup Education Group Joint Stock Company (Egroup Group), Egame Investment and Distribution Joint Stock Company (Egame Company), Nhat Tran Commercial Services Joint Stock Company, and related units.
Accordingly, from 2015 to 2023, Nguyen Ngoc Thuy (Chairman of the Board of Directors and General Director of Egroup Group and Egame Company, commonly known as Shark Thuy) and related subjects engaged in the act of selling fake Egroup Group shares to defraud property.
The Investigation Agency of the Ministry of Public Security determined that the shareholders of Egroup Group at the time of the prosecution were victims. These individuals authorized the Economic Police of the local Public Security – according to the address on the contract for buying and selling and transferring shares – to receive information and take statements for consideration and resolution.

On August 23, 2024, the Economic Police Department issued a notice to find victims through the mass media, but up to now, many victims have not worked or provided related information and documents.
To serve the investigation requirements of the case and ensure the rights of the victims, the Economic Police Department proposes that the coordinating agencies announce through the mass media to the above investors as follows:
For victims who invested in buying Egroup Group shares with outstanding debts residing in Hanoi: Please urgently go to the Hanoi Public Security (382 Kham Thien Street, Tho Quan Ward, Dong Da District); commune-level public security where they reside to coordinate in working, providing information, documents, and contracts related to the purchase and sale of shares.
For victims who invested in buying Egroup Group shares with outstanding debts residing in Hanoi but cannot arrange a work schedule or residing in other provinces and cities: Please access the Ministry of Public Security’s portal to download the sample Self-introduction form issued by the Investigation Agency of the Ministry of Public Security, fill in the full information, sign confirmation, and send it directly by mail to the address of Room 6/C03, 47 Pham Van Dong, Mai Dich, Cau Giay, Hanoi (contact the investigator Ta Quang Huy, phone number 0967844475) to be considered and resolved.
If the victim does not come to work, coordinate in providing information and documents before the end of the investigation of the case (July 1, 2025), the Investigation Agency of the Ministry of Public Security has no basis for consideration and resolution.
