This is a two-tier local government model.

Hanoi has commenced the pilot operation of a two-tier local government model in 126 new wards and communes today (June 20th).

On June 19th, the Hanoi Party Committee’s Standing Board provided professional and specialized training for the city’s officials and civil servants.

From now until June 26th, Hanoi will provide administrative procedures and public services to its citizens. Simultaneously, the city will operate services and tasks related to municipal departments, localities, citizens, and businesses.

The pilot sites include the headquarters of the 126 new wards and communes, as well as 12 branches of the city’s Public Administration Service Centers and public administration service points in the new wards and communes.

The two-tier local government model trial aims to evaluate the model’s effectiveness, collect practical data, including administrative procedure processing time, citizen satisfaction levels, and successful resolution rates of hypothetical situations. A report will be submitted to the Central Party Committee and the Hanoi Party Committee’s Standing Board before June 30th, 2025.

On June 27th, a review meeting will be held to ensure the smooth and efficient operation of the two-tier local government model, which will officially commence on July 1st.

Over 15,000 Hanoi officials and civil servants participate in the training

On June 19th, the Hanoi Party Committee’s Standing Board organized a professional and specialized training conference for over 15,000 officials and civil servants in the city on piloting the two-tier local government model.

Notably, the city’s officials and civil servants were trained in state management, organization, and operation of the two-tier local government model, document management and operation software, public administration procedure handling at the communal level according to the new organizational model, and handling feedback from citizens and businesses on the iHanoi application for the new wards and communes.

On June 16th, 2025, the National Assembly Standing Committee passed Resolution No. 1656/NQ-UBTVQH15 on the rearrangement of Hanoi’s communal-level administrative units. As a result, Hanoi now has 126 communal-level administrative units, including 51 wards and 75 communes.

Hanoi’s new wards include: Hoan Kiem, Cua Nam, Ba Dinh, Ngoc Ha, Giang Vo, Hai Ba Trung, Vinh Tuy, Bach Mai, Dong Da, Kim Lien, Van Mieu – Quoc Tu Giam, Lang, O Cho Dua, Hong Ha, Linh Nam, Hoang Mai, Vinh Hung, Tuong Mai, Dinh Cong, Hoang Liet, Yen So, Thanh Xuan, Khuong Dinh, Phuong Liet, Cau Giay, Nghia Do, Yen Hoa, Tay Ho, Phu Thuong, Tay Tuu, Phu Dien, Xuan Dinh, Dong Ngac, Thuong Cat, Tu Liem, Xuan Phuong, Tay Mo, Dai Mo, Long Bien, Bo De, Viet Hung, Phuc Loi, Ha Dong, Duong Noi, Yen Nghia, Phu Luong, Kien Hung, Thanh Liet, Chuong My, Son Tay, and Tung Thien.

Resolution 1656 urges relevant agencies to promptly carry out the necessary preparations to ensure that the two-tier local government in the newly arranged communal-level administrative units officially operates from July 1st, 2025.

According to the Resolution, all existing communal-level administrative units (including wards and communes) in Hanoi will be reviewed and evaluated for rearrangement. Hanoi will establish 126 communal-level administrative units.

The new government will commence operations on July 1st, 2025. As per the Resolution, the new communal-level administrative units will officially function from this date. Before September 30th, 2025, the government will announce the exact natural area and boundaries of each administrative unit.

Notably, during the transition period, the current communal-level authorities will continue to operate until the new apparatus is completed. Thus, authorities at all levels need to thoroughly prepare in terms of personnel, infrastructure, and merger plans to ensure uninterrupted public service and citizen support.

Hanoi currently spans over 3,359 square kilometers and is home to more than 8.8 million people.
